Соціальний капітал як фактор підвищення спроможності територіальних громад в ході реформи децентралізації

Abstract

У статті розглянуто основні теорії соціального капіталу та їх практичне значення для ефективного функціонування спроможних територіальних громад в Україні. Зокрема, з’акцентовано увагу на ідеях соціального капіталу П. Бурдьє, Дж. Коулмана, Г. Лоурі, Р. Патнема, Ф. Фукуями, Л. Хеніфен. В процесі аналізу розвитку ідей соціального капіталу, приділено увагу його функціям, рівням та складовим. Підкреслено, що соціальний капітал є як позитивним ресурсом для розвитку громад, так може набувати деструктивних форм при неправильному чи маніпулятивному використанні. Виокремлено необхідні передумови для формування соціального капіталу – високий рівень довіри серед громадян і органів місцевої влади, наявність міцних соціальних зв’язків, що можуть виступати ефективними каналами інформування. Зазначено, що саме поняття «соціальний капітал» відповідно до різних підходів набуває різних смислів і дефініцій. Тому досить важко сформувати єдиний алгоритм вимірювання соціального капіталу для громад. Безумовно, в процесі становлення ОТГ в Україні, формування соціального капіталу є одним із головних напрямків розвитку соціальної сфери громад. Адже, соціальний капітал не може існувати відокремлено від фізичного і людського капіталу, а становить важливу складову ресурсності громади. Формування соціального капіталу і якісне його впровадження стає можливим за умови партнерських відносин між публічною владою та громадою. В подальших дослідженнях пропонується звернути увагу на створення моделі соціального капіталу ефективного для українських громад, також системи вимірювання соціального капіталу та його можливих ризиків. The article considers the main theories of social capital and their practical significance for the effective functioning of affluent territorial communities in Ukraine. In particular, attention is focused on the ideas of social capital P. Bourdieu, J. Coleman, G. Loury, R. Putnam, F. Fukuyama, L. Hanifan. In the process of analyzing the development of ideas of social capital, the attention is paid to its functions, levels and components. It is emphasized that social capital is both a positive resource for the development of community and can take destructive forms through improper or manipulative use. The necessary preconditions for the formation of social capital are highlighted - a high level of trust among citizens and local authorities, the presence of strong social ties that can act as effective channels of information. It is noted that the concept of “social capital” in accordance with different approaches acquires different meanings and definitions. Therefore, it is quite difficult to form a single algorithm for measuring social capital of communities. Undoubtedly, in the process of UTC formation in Ukraine, the formation of social capital is one of the main directions in development of the social sphere of communities. After all, social capital cannot exist separately from physical and human capital, but is an important component of community resources. The formation of social capital and its effective implementation becomes possible under the condition of partnership between public authorities and the community. In further research it is suggested to pay attention to the creation of a model of social capital that is effective for Ukrainian communities, as well as a system of measuring social capital and its possible risks.
