Культурна дипломатія як інструмент політики держави

Abstract

Стаття посвячена науково теоретичному обгрунтуванню поняття "культурна дипломатія" як важливого інструменту здійснення державної політики. Зазначено що культурна дипломатія, відіграє важливу роль у розвитку держави оскільки розгортання культурних процесів держави на підтримку її зовнішньополітичних цілей або дипломатії, зараз часто розглядаються як підмножина практики публічної дипломатії, спілкування урядів держав з іноземною аудиторією з метою позитивного впливу на неї. Автор наголошує що культурна дипломатія розглядається як практика, яка вживається для досягнення нормативних, ідеалістичних цілей, які зазвичай формулюються у термінах "взаєморозуміння", в той же час деякі країни зосереджується більше на ролі та внеску практики у просування національних інтересів, а не на посилення міжнародної співпраці та взаєморозуміння. Виходячи із наявних підходів до визначення поняття "культурна дипломатія", надано власне тлумачення культурної дипломатії, під якою розуміється "розгортання культурної політики держави на підтримку її зовнішньополітичних цілей або дипломатії". Наголошено що культурна дипломатія є сферою дипломатичної діяльності і пов'язана з використанням культури в якості засобів досягнення цілей зовнішньої політики держави. Показано що в науковому просторі існує три традиційних моделі культурної дипломатії, які базуються на особливостях національних підходів у реалізації зовнішньої політики. Нарешті, недостатня увага науковців до питання культурної дипломатії може мати своє коріння у відсутності ясності щодо того, що саме передбачає ця практика. Зроблено висновок про те що культурна дипломатія в умовах, наявних реалій, є невід'ємною частиною зовнішньої політики держави. Використання культурно-дипломатичних інструментів дозволяє досягти високого рівня міжкультурної взаємодії, встановити міцні та довгострокові міжнаціональні зв'язки, регулювати та усувати конфліктні ситуації між державами. The article is devoted to the scientific-theoretical substantiation of the concept of "cultural diplomacy" as an important tool for the implementation of state policy. It is noted that cultural diplomacy plays an important role in the development of the state, since the deployment of cultural processes of the state in support of its foreign policy goals or diplomacy is now often considered as a subset of the practice of public diplomacy, the communication of state governments with a foreign audience in order to positively influence it. The author emphasizes that cultural diplomacy is considered as a practice that is used to achieve normative, idealistic goals, which are usually formulated in terms of "mutual understanding", at the same time, some countries focus more on the role and contribution of the practice to the promotion of national interests, rather than on strengthening international cooperation and mutual understanding. Based on existing approaches to the definition of the concept of "cultural diplomacy", a proper interpretation of cultural diplomacy is provided, which means "the deployment of the state's cultural policy in support of its foreign policy goals or diplomacy." It is emphasized that cultural diplomacy is a field of diplomatic activity and is related to the use of culture as a means of achieving the goals of the state's foreign policy. It is shown that in the scientific space there are three traditional models of cultural diplomacy, which are based on the peculiarities of national approaches in the implementation of foreign policy. Finally, the lack of scholarly attention to the issue of cultural diplomacy may have its roots in a lack of clarity about exactly what this practice entails. It was concluded that cultural diplomacy in the conditions of existing realities is an integral part of the state's foreign policy. The use of cultural and diplomatic tools makes it possible to achieve a high level of intercultural interaction, establish strong and long term international ties, regulate and eliminate conflict situations between states.
