Впровадження ефекту синергії у землекористуванні у післявоєнний період

Abstract

Метою статті є обгрунтування заходів, що сприятимуть впровадженню ефекту синергії у землекористуванні, виконання яких дозволить забезпечити повноцінне функціонування факторів виробництва у післявоєнний період. Проаналізовано сутність терміну "синергія". Вказані наслідки від деградації довкілля та від підриву Каховської ГЕС, які мають місце в системі землекористування. Розкриті заходи, що сприятимуть ефекту синергії у землекористуванні, такі як запровадження трансферу знань у землекористуванні, впровадження компетенцій, що спрямовані на комплексне використання знань, самоорганізація землевпорядного та інженерно-технічного персоналу, розробка інвестиційно привабливих землевпорядних проектів у післявоєнний період, спільне проведення досліджень і розробок та їх впровадження в практику, поступове відновлення роботи виробничих потужностей, спільне використання основних засобів та кваліфікованої робочої сили, трансформація структури землекористування у післявоєнний період. The purpose of the article is to justify the measures that will contribute to the implementation of the synergy effect in land use, the implementation of which will ensure the full functioning of production factors in the post-war period. The essence of the term "synergy" was analyzed. The consequences of environmental degradation and the undermining of the Kakhovskaya HPP, which occur in the land use system, are indicated. It is indicated that a negative factor caused by the war is also the disturbance of the soil cover and the presence of such direct damages as mechanical deformations, chemical pollution, surface clutter. Therefore, the measures that should be implemented in the agricultural system are indicated. Measures that will contribute to the effect of synergy in land use have been revealed. Thus, such as the introduction of knowledge transfer in land use will contribute to the complex interaction of potential stakeholders and qualified land managers. The implementation of competencies aimed at the comprehensive use of knowledge will contribute to the implementation of scientific and practiceoriented innovative solutions in practice. Self-organization of land management and engineering and technical personnel will allow to restore the practical activities of land management organizations. The development of investment-attractive land management projects in the post-war period will contribute to revitalizing the mechanisms of their development. Joint research and development and their implementation in practice will make it possible to restore the efficiency of production on land. The gradual restoration of production facilities will contribute to the recovery of business. The joint use of fixed assets and skilled labor will make it possible to build well-established organizational relations. The transformation of the land use structure in the post-war period will make it possible to use the production and resource potential taking into account local and regional characteristics. The implementation of these measures will allow to achieve a synergy effect aimed at maintaining the integrity and ensuring the full functioning of production factors in the post-war period.
