Роль соціальної відповідальності у системі публічного управління у досягненні сталого розвитку

Abstract

У статті розглядається актуальна проблема ролі соціальної відповідальності у системі публічного управління у досягненні сталого розвитку. У роботі детально проаналізовано засоби впровадження соціально відповідальних рішень та практик в системі публічного управління, такі як розробка та реалізація стратегій, створення стимулюючих механізмів та партнерство зі зацікавленими сторонами. Виявлені емпіричні докази підтверджують позитивний вплив соціально відповідальних рішень публічних управлінців на екологічну, соціальну та економічну сфери. Окрему увагу приділено екологічному аспекту соціальної відповідальності: виявлено, що соціально відповідальні рішення та дії публічних управлінців сприяють збереженню природних ресурсів та біорізноманіттю; розглянуто приклади успішної реалізації екологічно орієнтованих стратегій у публічному управлінні, що призводять до поліпшення стану навколишнього середовища та сталого розвитку. Висвітлено соціальний аспект соціальної відповідальності у системі публічного управління: виявлено, що соціально відповідальні рішення сприяють поліпшенню якості життя громадян, забезпеченню соціальної справедливості та "включеності"; проаналізовано позитивні впливи соціально відповідальних практик на рівень освіти, охорони здоров'я, доступ до соціальних послуг та інші аспекти соціального розвитку. Не менш важливим є економічний аспект соціальної відповідальності у системі публічного управління: виявлено вплив соціально відповідальних рішень на сталість економічного зростання, стимулювання інновацій та підвищення конкурентоспроможності; зазначено, що соціально відповідальні дії сприяють розвитку економічних секторів, створенню нових робочих місць та забезпеченню стійкого економічного прогресу. У статті запропоновані рекомендації та пропозиції спрямовані на підвищення ролі соціальної відповідальності в публічному управлінні та досягнення сталого розвитку, шляхом спільних зусиль відповідних суб'єктів. The article deals with the topical issue of the role of social responsibility in the public administration system for achieving sustainable development. Growing environmental, social and economic challenges require the introduction of new approaches to public administration that will contribute to the sustainable development of society. Social responsibility is becoming a key element of this process, as it is focused on meeting the needs of modern society, preserving natural resources and ensuring social justice. The article analyzes the latest research and publications on the role of social responsibility in public administration and sustainable development. The paper analyzes in detail the means of implementing socially responsible decisions and practices in the public administration system, such as the development and implementation of strategies, the creation of incentive mechanisms and partnership with stakeholders. The identified empirical evidence confirms the positive impact of socially responsible decisions of public managers on the environmental, social and economic spheres. Particular attention is paid to the environmental aspect of social responsibility: it is found that socially responsible decisions and actions of public managers contribute to the conservation of natural resources and biodiversity; examples of successful implementation of environmentally oriented strategies in public administration, which lead to improvement of the environment and sustainable development, are considered. The social aspect of social responsibility in the public administration system is highlighted: it is found that socially responsible decisions contribute to improving the quality of life of citizens, ensuring social justice and inclusion; the positive impact of socially responsible practices on the level of education, health care, access to social services and other aspects of social development is analyzed. The economic aspect of social responsibility in the public administration system is equally important: the author identifies the impact of socially responsible decisions on the sustainability of economic growth, stimulation of innovation and increase of competitiveness; it is noted that socially responsible actions contribute to the development of economic sectors, creation of new jobs and sustainable economic progress. The article offers recommendations and proposals aimed at enhancing the role of social responsibility in public administration and achieving sustainable development through joint efforts of various actors in society. In the context of this study, promising areas for further theoretical and practical research are indicated.
