Формування компетентнісно-орієнтованого підходу до професійної підготовки фахівців на ринку житла

Abstract

У статті проаналізовано європейський та національний досвід підготовки фахівців на міжнародно визнаній основі. Встановлено, що поштовхом до цього у європейських країнах стало прийняття Європейської рамки кваліфікацій для навчання упродовж життя, де кваліфікація пов'язується не з процесом навчання, а з його результатом — сукупністю компетентностей (результатів навчання) за заданими стандартами. У країнах Європи розроблені та затверджені національні рамки кваліфікацій відповідно до Європейської рамки кваліфікацій. У статті розглянуто сутність компетентнісного підходу у підготовці професійних кадрів відповідно до потреб сучасного суспільства. Проаналізовано Європейські нормативно-правові акти щодо професійних кваліфікацій. Досліджено процес впровадження вимог Національної рамки кваліфікацій в Україні та досліджено національну законодавчу базу щодо формування та становлення Національної системи кваліфікацій. Доведено, що першочерговими кроками щодо формування компетентнісно-орієнтованої підготовки посередників /комерційних учасників інфраструктури ринку житла є розробка відповідних професійних стандартів для рієлтора/брокера, суб- 'єкта оціночної діяльності, страхового агента та інших професійних учасників ринку житла грунтуючись на компетентнісному підході. The article analyzes the European and national experience of training specialists at a new scientifictechnical, methodological and informational level, on an internationally recognized basis. It was established that the impetus for this was the adoption of the European Qualifications Framework for Lifelong Learning, where the qualification is not associated with the learning process, but with its result — a set of competencies (learning outcomes) according to the given standards. In European countries, national qualifications frameworks have been developed and approved in accordance with the European Qualifications Framework. The article examines the essence of the competence approach in the training of professional personnel in accordance with the needs of modern society. The European normative legal acts on professional qualifications are analyzed. It was determined that the market of professional training and qualification confirmation by intermediaries in the housing market in Ukraine remains underdeveloped. During the years of independence, the system of educational and professional training of a realtor/broker has not been formed, there is no such important element as professional requirements for the qualification of insurance intermediaries, there are no professional and educational standards for their training contrary to the needs of the insurance market. The process of implementing the requirements of the National Qualifications Framework in Ukraine was studied, and the national legislative framework for the formation and formation of the National Qualifications System was studied. It has been proven that the primary steps in the formation of competence-oriented training of intermediaries / commercial participants of the infrastructure of the housing market are the development of appropriate professional standards for a realtor/broker, subject of evaluation activity, insurance agent and other professional participants of the housing market based on a competence approach.
