Суб'єкти публічного управління сферою фізичної культури і спорту України

Abstract

У статті досліджено суб'єкти публічного управління сферою фізичної культури і спорту України, виокремлено їх особливості та зроблено такі висновки. Україна перебуваючи сьогодні на шляху розвитку за європейським та євроатлантичним курсом має пришвидшити розвиток публічного управління за "Public management" та формувати візію переходу до "Good Governance". У Законі України "Про фізичну культуру і спорт" перелік суб'єктів сфери фізичної культури і спорту з 1993 р. й дотепер уточняється та доповнюється, наразі він не є вичерпним й також потребує суттєвого уточнення. Проте, не всі названі цим Законом суб'єкти можна вважати суб- 'єктами управління. Крім органів влади, до суб'єктів публічного управління сферою фізичної культури і спорту за деякими функціями вже сьогодні можна віднести Фізкультурно-спортивні товариства, Спортивні федерації, Національний олімпійський комітет України, Спортивний комітет України. Однак, їх участь у публічному управлінні має бути більшою. Вже сьогодні потрібно залишити за міністерством функцію участі у формуванні державної політики та заходів з її реалізації у відповідній сфері. Виокремити функції реалізації державної політики і передати їх недержавним або напівнедержавним інституціям. При цьому, потребує об'єктивізації функції управління, тобто функції мають відповідати управлінським потребам та інтересам об'єктів управління. The article researches the subjects of public management in the field of physical culture and sports in Ukraine and highlights their features. The analysis of the latest publications has showed that the issues of the institutional mechanism of public management and, in particular, the subjects of public management in the field of physical culture and sports, are currently relevant and extremely understudied. It has been proven that the formation of common features of the institutional mechanism of public management in democratic states is significantly influenced by the "development" of public management. The transformation of "Public administration" into "Public management", in particular in the countries of Western Europe, took place in an evolutionary way: with the development of democratic relations in society, the activation of civil society in solving common issues (transfer of partial power to the state, activities of non-state institutions in the management chain, etc. ), with elements of management in the system of state authorities and further development of public management mechanisms. Today, we observe how, together with the development of democracy in European countries, "Public management" gradually turns into a "Good Governance" (another higher evolutionary level of management). Ukraine, being today on the path of development according to the European and Euro-Atlantic course, should speed up the development of public management according to "Public management" and form a vision of the transition to "Good Governance". It was established that in the Law of Ukraine "On Physical Culture and Sports" the list of subjects in the field of physical culture and sports has been clarified and supplemented since 1993, it is currently not exhaustive and also needs significant clarification. However, not all subjects named by the Law can be considered subjects of management. In addition to government bodies, the subjects of public management in the field of physical culture and sports according to some functions today include Physical Culture and Sports Societies, Sports Federations, the National Olympic Committee of Ukraine, and the Sports Committee of Ukraine. However, their participation in public management should be more significant and expanded. Today, it is necessary to give the function of participation in the formation of state policy and measures for its implementation in the relevant field to the Ministry. Separate the functions of state policy implementation and transfer them to non-state or semi-non-state institutions. At the same time, it is necessary to objectify the management function, that is, the functions must correspond to the management needs and interests of the management objects.
