Міжнародне військове співробітництво у системі забезпечення національної безпеки

Abstract

У даній статті досліджено сутність категорії міжнародне військове співробітництво у системі забезпечення національної безпеки в умовах повномасштабної війни російської федерації проти України, в частині визначення практичних механізмів його організації з іноземними державами і міжнародними організаціями. Визначено, що міжнародне співробітництво це складова зовнішніх відносин України, які здійснюються в рамках реалізації державної політики в контексті забезпечення національних інтересів у зовнішньополітичній сфері та воєнній сфері, а військове співробітництво спрямоване на розвиток необхідних та критичних спроможностей Збройних Сил, підвищення рівня їх оперативної сумісності зі збройними силами держав-членів НАТО та Європейського Союзу, реалізацію відповідних міжнародних договорів та програм з метою посилення обороноздатності України, а також на забезпечення участі України в міжнародній діяльності з підтримання миру і безпеки. This article examines the essence of the category of international military cooperation in the national security system, taking into account the experience of NATO member states, in terms of determining the practical mechanisms of its organization with foreign states and international organizations. It was determined that international cooperation is a component of Ukraine's foreign relations, which are carried out as part of the implementation of state policy to ensure national interests in the foreign policy sphere, the sphere of defense and the military sphere, and military cooperation is aimed at developing the necessary and critical capabilities of the Armed Forces, increasing the level of their operational interoperability with the armed forces of NATO and EU member states, the implementation of relevant international agreements and programs aimed at strengthening Ukraine's defense capabilities, as well as ensuring Ukraine's participation in international activities to maintain peace and security. It was determined that the main task today is to maintain support for Ukraine in the international arena in the resistance to Russian aggression and to activate international security assistance for the needs of the Armed Forces of Ukraine. In this regard, the field of military cooperation requires in-depth research, which will allow finding and implementing in practice effective mechanisms for countermeasures in RussiaUkraine war. It was determined that in connection with the beginning of the full-scale armed aggression of the Russian Federation against Ukraine on February 24, 2022, the main efforts of international military cooperation were aimed at: search for additional opportunities for partner states to expand the provision of critical nomenclature of weapons and military equipment, ammunition, military and medical property for the needs of the Armed Forces of Ukraine as international security assistance, as well as organization of logistical support for their supplies; organization of training of personnel of the Armed Forces of Ukraine to master new types of foreignmade weapons and military equipment on the territories of partner countries; assessment of the technical condition of weapons and military equipment in order to make a decision on the expediency of receiving it as international security assistance; initiation of the process of operational involvement of NATO member states in issues of evacuation/ accommodation of families of servicemen/employees of the Armed Forces of Ukraine; coordination of treatment and rehabilitation of the wounded in the territories of partner countries; providing the international community with true information about the Russian invasion of Ukraine and the enemy's violation of the norms of international humanitarian law; maintenance of military dialogue at the strategic level.
