Функціонування єдиної державної системи цивільного захисту в умовах воєнного стану в Україні

Abstract

У науковій статті розглянуто проблемні питання щодо функціонування єдиної державної системи цивільного захисту в умовах воєнного стану в Україні. Актуалізовано питання щодо підвищення готовності складників єдиної державної системи цивільного захисту до дій за призначенням в умовах запровадження в державі воєнного стану. Проведено аналіз попередніх наукових досліджень, в яких розглядалися питання щодо розвитку єдиної державної системи цивільного захисту в нинішніх умовах, її трансформації під впливом сучасних воєнних конфліктів, комплексної оцінки, модернізації зазначеної системи, визначення завдань її подальшого розвитку. Обгрунтовано завдання щодо проведення аналізу законодавства України у сфері цивільного захисту, попередніх наукових праць вітчизняних вчених та окреслення проблемних питань з функціонування єдиної державної системи цивільного захисту в умовах воєнного стану. Встановлено, що законодавством України визначено основні засади функціонування єдиної державної системи цивільного захисту під час запровадження воєнного стану, однак функції та завдання органів державної влади не конкретизовано та потребують уточнення і розмежування. На основі аналізу наукових праць вітчизняних вчених розроблено пропозиції щодо розвитку єдиної державної системи цивільного захисту в умовах запровадження воєнного стану: уточнення змісту завдань органів управління у зазначених умовах, коригування планів переведення органів управління складових елементів системи цивільного захисту в режим воєнного стану на основі досвіду їх діяльності в нинішніх умовах, удосконалення методів прогнозування можливого перебігу ситуацій до умов воєнного стану на основі сценарного підходу, розвитку прогнозної функції у керівників органів державного управління, посилення спроможностей органів управління та сил цивільного захисту щодо їх оперативного та ефективного реагування на надзвичайні ситуації воєнного характеру, покращення взаємодії між органами державного управління. The scientific article examines problematic issues related to the functioning of the unified state system of civil protection in the conditions of martial law in Ukraine. The issue of increasing the readiness of the members of the unified state system of civil protection to act as assigned in the conditions of the introduction of martial law in the state has been updated. An analysis of previous scientific studies was carried out, which considered the development of a unified state system of civil protection in the current conditions, its transformation under the influence of modern military conflicts, a comprehensive assessment, modernization of the specified system, and determination of the tasks of its further development. The task of conducting an analysis of the legislation of Ukraine in the field of civil protection, previous scientific works of domestic scientists and delineating problematic issues related to the functioning of the unified state system of civil protection under martial law is substantiated. It has been established that the legislation of Ukraine defines the basic principles of the functioning of the unified state system of civil protection during the introduction of martial law, however, the functions and tasks of state authorities are not specified and require clarification and delineation. On the basis of the analysis of the scientific works of domestic scientists, proposals have been developed for the development of a unified state system of civil protection in the conditions of the introduction of martial law: clarifying the content of the tasks of the governing bodies in the specified conditions, adjusting plans for the transfer of the governing bodies of the constituent elements of the civil protection system to the regime of martial law based on the experience of their activities in the current conditions, improving the methods of forecasting the possible course of situations to martial law conditions based on a scenario approach, developing the predictive function of the heads of state administration bodies, strengthening the capabilities of administration bodies and civil defense forces in terms of their prompt and effective response to emergency situations of a military nature, improving interaction between state administration bodies.
