Особливості ведення землевпорядного виробництва в країнах Європейського Союзу та Україні

Abstract

В статті висвітлено думку, що окреслення особливостей ведення землевпорядного виробництва сприятиме більш ефективному використанню земельних ресурсів. Зосереджено увагу на вивченні досвіду землевпорядного виробництва в країнах Європейського Союзу, що дозволило віднайти та спроектувати його особливості і для України. Висвітлено досвід ведення землевпорядного таких країн Європейського Союзу, як Швеція, Норвегія, Фінляндія, Польща, Німеччина, Австрія, Угорщина, Чехія, Словаччина, Іспанії, Франція, Італія, Болгарія, Румунія, Великобританія. Окреслено особливості ведення землевпорядного виробництва в українських реаліях, такі як подальше застосування інноваційних технологій, використання технологій формування цифрових просторових, статистичних та адміністративних даних, відновлення застосування прогресивних технологій, подальше удосконалення технологій ведення землевпорядних робіт, необхідність організації регульованого проведення землевпорядних робіт, посилення управління якістю послуг у сфері землевпорядного виробництва, обов'язкове здійснення контролю якості виконання землевпорядних робіт, забезпечення ефективності заходів з наукової організації праці у землевпорядних організаціях, впровадження кращих європейських практик. The article highlights the opinion that outlining the features of land management production will contribute to more efficient use of land resources. Attention is focused on studying the experience of land management production in the countries of the European Union, which made it possible to find and design its features for Ukraine as well. The opinion is expressed that during the period of Ukraine's integration into the European Community, there is a need to study the experience of European countries in the field of land management production. The experience of land management in such countries of the European Union as Sweden, Norway, Finland, Poland, Germany, Austria, Hungary, Czech Republic, Slovakia, Spain, France, Italy, Bulgaria, Romania, Great Britain is covered. The priorities of conducting land cadastral works, features of registration of real estate rights in EU countries are revealed, it is substantiated that land management works are carried out on the basis of special land management projects for land consolidation, it is indicated that land management documentation is developed for a certain landscape and spatial structure, it is important to conduct anti-erosion measures, land management production should be carried out on the basis of territory development plans. Features of conducting land management production in Ukrainian realities are outlined, such as the further use of innovative technologies, which will contribute to the use of application packages for creating and updating digital maps, the use of digital data generation technologies for conducting land management production, which will ensure more effective decision-making on the basis of operational analysis; restoration of the use of advanced technologies, which will allow planning the process of using land resources and designing the composition of the optimal ratio of land; carrying out further improvement of technologies for conducting land management works with mandatory drawing up of land management schemes and technical and economic substantiation of land management works; the need to organize regulated land management works; the need to strengthen the management of the quality of services in the field of land management production; mandatory implementation of quality control of land management works at all stages of its development; ensuring the economic effectiveness of measures on the scientific organization of work in land management organizations; implementation of the best European practices in the field of land management production.
