Практика та проблематика оцінювання результативності фінансових інструментів і важелів в процесі реалізації проєктів державно-приватного партнерства

Abstract

У статті розкрито особливості здійснення оцінки результативності фінансових інструментів і важелів впродовж усього життєвого циклу проєкту державно-приватного партнерства. Обгрунтовано, що на початковій стадії, яка передбачає конкурсний відбір проєктів та визначення оптимального співвідношення коштів учасників партнерства для досягнення намічених цілей, доцільно оцінювати прогнозну бюджетну, екологічну та соціально-економічну результативність, фінансові вигоди для приватного партнера. Встановлено, що здійснення оцінки соціально-економічної результативності властива не тільки етапу підготовки проєкту, а й є необхідною на етапі його реалізації. На цій стадії аналізуються отримані суспільно важливі результати та прогнозуються подальші зміни соціально-економічного середовища. На завершальному етапі здійснюється комплексна оцінка результативності для всіх учасників партнерства. Акцентовано увагу на основних недоліках здійснення оцінки результативності, усунення яких дасть змогу обрати найкращу форму реалізації проєкту, визначити результативність взаємодії для кожної із зацікавлених сторін. The article reveals the peculiarities of evaluating the effectiveness of financial instruments and levers throughout the life cycle of a public-private partnership project. It is substantiated that at the initial stage, which involves the competitive selection of projects and the determination of the optimal ratio of funds of the partnership participants to achieve the intended goals, it is advisable to evaluate the forecasted budgetary, ecological and socio-economic performance, financial benefits for the private partner. It has been established that the evaluation of socio-economic performance is characteristic not only of the project preparation stage, but also necessary at the stage of its implementation. At this stage, socially important results are analyzed and further changes in the socio-economic environment are predicted. At the final stage, a comprehensive assessment of performance is carried out for all participants of the partnership. Attention is focused on the main shortcomings of performance evaluation, among which are identified: 1) the lack of development of alternative project options that would contribute to justifying the expediency of choosing certain financial instruments and levers, 2) the orientation of performance evaluation mostly to the interests of the state partner, 3) the lack of quantitative measurement of qualitative criteria for determining the social significance of the project, 4) imperfection in assessing the benefits of project implementation for the population, which consists in determining the synergistic effect, rather than taking into account the individual needs and capabilities of members of society, 5) not taking into account the impact of macroeconomic factors and risks on the effectiveness of the project, 6) failure to assess the mutual impact of performance indicators, which does not allow establishing the consequences of changes for partnership participants. It is argued that the elimination of these gaps will make it possible to choose the best form of project implementation, to determine the effectiveness of interaction for each of the interested parties.
