Пріоритети галузевого розвитку економіки України: аналіз стратегії-2030

Abstract

Виділено необхідність розроблення та реалізації національних стратегій, у яких визначаються пріоритетні напрями розвитку низки видів економічної діяльності та інструментарій їх реалізації на різних рівнях управління національним господарством. Обгрунтовано стратегічні засади розвитку пріоритетних галузей економіки України, які прописані у Національній економічній стратегії на період до 2030 року. До пріоритетних галузей економіки віднесено інформаційнокомунікаційні технології, агросектор, промисловість (у т. ч. видобувну), енергетику, транспорт і його інфраструктуру, креативні індустрії та індустрію гостинності, сферу послуг. Ідентифіковано стратегічні економічні інтереси пріоритетних галузей економіки, що передбачають досягнення достатнього рівня економічного розвитку країни. До таких економічних інтересів віднесено інноваційно-технологічний розвиток, неоіндустріалізація, модернізація виробництва, розвиток інфраструктури, цифровізація економіки і суспільства, структурно збалансоване зростання. The need for the development and implementation of national strategies is highlighted, in which the priority directions for the development of a number of types of economic activity and the tools for their implementation at different levels of management of the national economy are determined. Despite the lack of an institutionalized list of priority types of economic activity (sectors) of the national economy in Ukraine, the results of the analysis of national strategies and state programs for ensuring economic security, development and economic recovery of the country in war conditions allowed to determine the list of the leading ones, the development of which is closely correlated with the strategic orientations of further growth of the national economy. The strategic foundations of the development of priority sectors of the economy of Ukraine, which are prescribed in the National Economic Strategy for the period up to 2030, are substantiated. The priority sectors of the economy include information and communication technologies, the agricultural sector, industry (including mining), energy, transport and its infrastructure, creative industries and the hospitality industry, and the service sector. For some reason, their composition is not complete and not systematized, there are no links between the development of industries and the implementation of the basic tasks of the progress of the economy, a vision of the sequence and phasing of structural changes and institutional reforms that will ensure them. To eliminate these shortcomings and ensure higher effectiveness of the state structural policy, the application of a methodical approach, which involves the identification of priority types of economic activity in accordance with the fulfillment of tasks, will allow. The strategic economic interests of the priority sectors of the economy, which provide for the achievement of a sufficient level of the country's economic development, have been identified. Such economic interests include innovative technological development, neo-industrialization, production modernization, infrastructure development, digitalization of the economy and society, and structurally balanced growth.
