Оцінка результату та ефективності публічних управлінських рішень

Abstract

Статтю присвячено дослідженню критеріїв оцінки діяльності органів державної влади і місцевого самоврядування по раціональному використанню фінансових ресурсів на цілі капітальних вкладень у розвиток соціальної інфраструктури та розробці методичних підходів до оцінювання порівняльної економічної ефективності управлінських рішень щодо вибору варіантів реалізації проектів розвитку цієї сфери задля підвищення якості публічного управління. Проведений аналіз довідкової та наукової літератури європейських країн та США з проблематики ефективності публічного управління, який дав змогу обгрунтувати висновок про важливу роль економічного підходу до визначення критеріїв оцінки діяльності органів державної влади і місцевого самоврядування, при цьому відмічається, що у США цьому підходу надається більше значення ніж у країнах ЄС. Запропонована адаптація критерію "задоволення потреб суспільства" для цілей оцінювання ефективності капітальних вкладень у розвиток соціальної інфраструктури. Вказані обмеження можливостей застосування методичного підходу до визначення економічного ефекту та ефективності на основі приведеного чистого операційного доходу для економічного оцінювання діяльності органів влади і місцевого самоврядування. Надані рекомендації щодо основних процедур методики визначення порівняльної економічної ефективності капітальних вкладень у розвиток соціальної інфраструктури. Запропоновані моделі визначення порівняльного економічного ефекту різних варіантів реалізації проектів розвитку соціальної інфраструктури протягом року і всього строку служби. Акцентовано увагу на необхідності формування інформаційної бази для розроблення нормативного коефіцієнту економічної ефективності капітальних вкладень у розвиток соціальної інфраструктури. The article is devoted to the study of criteria for evaluating the activities of public authorities and local governments on the rational use of financial resources for the purpose of capital investments in the development of social infrastructure and the design of methodological approaches to assessing the comparative economic efficiency of management decisions on the choice of options for implementing projects for the development of this area to improve the quality of public administration. The practical use of the methodological approaches proposed in the article to assess the economic efficiency of capital investments in the development of social infrastructure will increase the efficiency of the use of financial resources to more fully meet the needs of society. The analysis of reference and scientific literature of European countries and the United States on the problems of the effectiveness of public administration was carried out, which made it possible to substantiate the conclusion about the important role of the economic approach to determining the criteria for evaluating the activities of public authorities and local governments, while it is noted that in the USA this approach is given more importance than in the EU countries. The socio-economic essence of the criterion "meeting the needs of society" has been investigated and a wide range of variations of content has been identified, which necessitates its specification for each sphere of society's activity. The proposed adaptation of the criterion "meeting the needs of society" for the purpose of assessing the effectiveness of capital investments in the development of social infrastructure. It is justified that the implementation of an economic approach to assessing the use by public authorities and local governments is aimed at ensuring greater returns on limited resources, therefore, wider satisfaction of social and individual needs. These are the limitations of the possibilities of applying the methodological approach to determining the economic effect and efficiency on the basis of the reduced net operating income for assessing the activities of authorities and local governments due to the lack of goals for generating income (profit) from the provision of public services. The need to apply a methodical approach to assessing the economic effect based on the reduced costs is justified. Recommendations are provided on the main procedures for determining the comparative economic efficiency of capital investments in the development of social infrastructure. Models for determining the comparative economic effect of various options for the implementation of projects for the development of social infrastructure during the year and the entire service life are proposed. Attention is focused on the need to form an information base for the development of a regulatory coefficient of economic efficiency of capital investments in the development of social infrastructure.
