Поняття та сутність капіталізації землекористування в Україні

Abstract

В статі досліджено поняття та сутність капіталізації землекористування в Україні та його форм. Зокрема, встановлено, що в існуючих підходах поняття "капіталізація" зазвичай характеризує вартість суб'єкта господарювання, природні ресурси, прибуток, грошові потоки, дивіденди, вклади, відсотки тощо, при цьому, розглядаючи на різних рівнях, а саме на рівні суб'єкта господарювання та на рівні регіону, країни. В процесі дослідження встановлено, що для правильного розуміння поняття та сутності капіталізації землекористування, в першу чергу необхідно з'ясувати сутність поняття "земельний капітал" та приведено логічну модель структури методології формування земельного капіталу та етапів формування процесів капіталізації. Це дозволило констатувати, що капіталізацію землекористування необхідно розглядати у чотирьох аспектах. По-перше, це процес здійснення територіально-просторового планування землекористування, землеустрою та землевпорядкування як земельних поліпшень та складової формування земельного капіталу. По-друге це процес державної реєстрації прав власності на землекористування та його режиму як визначення видів благ. По-третє це процес оцінювання вартості землекористування (земельних ділянок та прав на них) як земельного капіталу, що продукується внаслідок використання або невикористання землі, з метою перетворення ресурсу на актив, привабливий для інвестицій. По-четверте, це є збільшення (нарощення) такої вартості на відповідному землекористуванні, при цьому воно повинно здійснюватися в залежності від територіальної ознаки (національного, регіонального і місцевого рівнів) та категорій земель (галузі діяльності, цільове призначення), а також в процесі капіталізації має враховуватися територіальна інфраструктура. Запропоновано, під капіталізацією землекористування розуміти процес формування та зростання вартості земельного капіталу і створення доданої вартості від організації використання земель та інших природних ресурсів і прав на них, здійснення земельних поліпшень, обігу земельних ділянок або їх сукупності як землекористування та прав на них. А також, те що капіталізацію землекористування слід виділяти за трьома формами, реальну капіталізацію; нематеріальну капіталізацію; фіктивну (або ринкову) капіталізацію. The article explores the concept and essence of capitalization of land use in Ukraine and its forms. In particular, it was found that in the existing approaches the concept of "capitalization" usually describes the value of the business entity, natural resources, profit, cash flows, dividends, deposits, interest, etc., while approaching at different levels, namely at the level of the business entity and at the level of the region, the country. In the course of the study, it was found that for a correct understanding of the concept and essence of land use capitalization, first of all, it is necessary to clarify the essence of the concept of "land capital", we have provided a logical model of the methodology structure of the land capital formation and the stages of the capitalization processes formation. This made it possible to state that the capitalization of land use must be considered in four aspects. Firstly, it is the process of implementing territorial and spatial planning of land use, land organization and land planning as land improvements and a component of land capital formation. Secondly, it is the process of state registration of property rights to land use and its regime as a definition of the types of benefits. Thirdly, it is the process of assessing the value of land use (land plots and rights to them) as land capital produced as a result of the use or non-use of land, in order to turn the resource into an asset attractive for investment. Fourthly, this is an increase (build-up) of such value on the corresponding land use, while it should be carried out depending on the territorial feature (national, regional and local levels) and categories of land (branch of activity, purpose), as well as in the process of capitalization the territorial infrastructure should be taken into account. It is proposed to understand the capitalization of land use as the process of formation and growth of the value of land capital and the creation of added value from the organization of the use of land and other natural resources and rights to them, the implementation of land improvements, the circulation of land plots or their totality as land use and rights to them. The capitalization of land use also should be distinguished in three forms, real capitalization; intangible capitalization; fictitious (or market) capitalization.
