Оцінка цілісності та прозорості фінансового механізму Збройних сил в умовах збройних конфліктів

Abstract

Українськими та закордонними дослідниками вже неодноразово наголошувалося на проблематиці внутрішнього контролю у системі фінансового механізму Збройних сил. Проте з огляду на ведення воєнних дій актуальність даного питання значно зросла та містить багато невирішених проблем. А з огляду на стрімке зростання кількості особового складу, розгортання до штатів військового часу багатьох частин та формування нових підрозділів, потенційний прогноз по кількості та обсягу порушень може бути дуже значним. Мета дослідження полягала в тому, щоб проаналізувати ключові елементи, які впливають на прозорість та цілісність, процеси організації контролю у системі фінансового механізму Збройних сил, особливо під час ведення воєнних дій. На підставі проведеного дослідження сформулювати ряд висновків та рекомендацій, які могли б бути використаними Збройними силами та іншими силовими структурами. У дослідженні було акцентовано увагу на значному зростанні видатків на Збройні сили під час воєнного стану. Також було розглянуто пропозиції Женевського центру по демократичному контролю за діяльністю Збройних сил стосовно оцінки ефективності та прозорості інституціональних механізмів. В той же час розкрито сутність індексу Government Defence Integrity (GDI), проведено його аналіз, розглянуто проблемні питання на які звертають міжнародні експерти при оцінці сектору безпеки та оборони України. Використовуючи міжнародний досвід, статистичні дані та відкриті аналітичні джерела нами було доведено, що проблеми цілісності та прозорості механізму фінансування Збройних сил пов'язані із наявними корупційними ризиками. Останні ж, в свою чергу характерні для держав, які приймають участь у збройних конфліктах різного масштабу та інтенсивності. В той же час правильний комплекс заходів, які може провадити держава буде сприяти протидії подібним негативним факторам. Нами було виділено ключові аспекти механізму фінансування Збройних сил, які потребують уваги для їх удосконалення з метою приведення у відповідність до принципів цілісності та прозорості. Ukrainian and foreign researchers have highlighted the problems of internal control in the system of the financial mechanism of the Armed Forces. However, given the conduct of hostilities, the relevance of this issue has increased significantly and contains many unresolved problems. And given the rapid growth in the number of personnel, the deployment of many units to wartime states and the formation of new units, the potential forecast for the number and volume of risks can be very significant. The purpose of the study was to analyze the key elements that affect transparency and integrity, the processes of organizing control in the system of the financial mechanism of the Armed Forces, especially during military operations. Based on the study, formulate a number of conclusions and recommendations that could be used by the Armed Forces and other law enforcement agencies. The study focused on the significant increase in spending on the Armed Forces during war. The proposals of the Geneva Center for Democratic Control over the Activities of the Armed Forces to assess the effectiveness and transparency of institutional mechanisms were also considered. At the same time, the essence of the Government Defense Integrity (GDI) index was revealed, its analysis was carried out, and the problematic issues that international experts turn to when assessing the security and defense sector of Ukraine are considered. Using international experience, statistical data and open analytical sources, we proved that the problems of the integrity and transparency of the mechanism for financing the Armed Forces are associated with existing corruption risks. The latter, in turn, are characteristic of states participating in armed conflicts of varying scale and intensity. At the same time, the right set of measures that the state can take will help counteract such negative factors. We have identified the key aspects of the mechanism for financing the Armed Forces that require attention in order to improve them in order to bring them into line with the principles of integrity and transparency.
