Комунікативні бар'єри у процесі формування цивільно-військового співробітництва Збройних Сил України в умовах проведення ООС

Abstract

У статті охарактеризовано специфіку державної політики щодо реінтеграції тимчасово окупованих територій та їх населення з точки зору налагодження комунікативної взаємодії між військовими та цивільним населенням. Визначено, що метою політики є пошук визначених комунікативних інструментів, які б сприяли формуванню позитивної громадської думки мешканців населених пунктів на лінії розмежування з метою забезпечення сприятливих умов для виконання військовими підрозділами ЗСУ покладених на них завдань та функцій. Проаналізовано комунікативні бар'єри як перешкоди для ефективної діяльності груп цивільно-військового співробітництва з населенням, яке мешкає в зоні військового конфлікту на Сході України. Метою статті є дослідження комунікативних бар'єрів у діяльності груп цивільно-військового співробітництва в умовах проведення ООС. У статті представлено такі види комунікативних бар'єрів: технічний, міжмовний, соціальний та психологічний. Наведено їх характеристику з метою аналізу їх впливу на комунікацію між представниками Управління ЗСУ та населенням. Зокрема, технічний комунікативний бар'єр пов'язаний з обмеженим доступом інформації з українським контентом у зону проведення військових дій через відсутність комунікаційних каналів їх передачі. Міжмовний комунікативний бар'єр характеризується труднощами у спілкуванні, між військовими групами ЗСУ і цивільним населенням у зв'язку з циркулюванням у середовищі двох мов: української та російської. Соціальний комунікативний бар'єр пов'язаний з відсутністю законодавчо закріпленого статусу як груп цивільно-військового співробітництва, так і з статусом осіб, які мешкають в зоні конфлікту на Сході України, що впливає на сприйняття суб'єктів один одним. Психологічний бар'єр пов'язаний з наслідками трансформації громадської думки у напрямі негативного сприйняття української влади, що перешкоджає виконання групами цивільно-військового співробітництва своїх завдань та функцій. The article describes the specifics of state policy on the reintegration of the temporarily occupied territories and their populations in terms of establishing communicative interaction between the military and civilians. It is determined that the purpose of such a policy is to find such communication tools that would contribute to the formation of positive public opinion of the inhabitants of settlements on the line of demarcation to provide favorable conditions for military units to perform their tasks and functions. Communication barriers as obstacles to the effective operation of civil-military cooperation groups with the population living in the zone of military conflict in eastern Ukraine are analyzed. The aim of the article is to study the communication barriers in the activities of civil-military cooperation groups in the context of environmental protection. The article presents the following types of communication barriers: technical, interlingual, social and psychological. Their characteristics are presented in order to analyze their impact on communication between representatives of the Department of the Armed Forces and the population. In particular, the technical communication barrier is related to the limited access of information with Ukrainian content to the war zone due to the lack of communication channels for their transmission. The interlingual communication barrier is characterized by difficulties in communication between the military groups of the Armed Forces and the civilian population due to the circulation of two languages: Ukrainian and Russian. The social communication barrier is related to the lack of statutory status of both civil-military cooperation groups and the status of persons living in the conflict zone in eastern Ukraine, which affects the perception of the subjects to each other. The psychological barrier is related to the consequences of the transformation of public opinion in the direction of a negative perception of the Ukrainian government, which hinders the performance of civil-military cooperation groups of their tasks and functions. Ways to overcome communication barriers are outlined.
