Сутнісне розуміння кластерів готельно-ресторанного і туристичного бізнесу та специфіка регулювання їх розвитку

Abstract

Кластери готельно-ресторанного і туристичного бізнесу є не просто складними, за внутрішнім наповненням, інтеграційними моделями розвитку. Щодо їх сутнісного розуміння відсутній консенсус. Ця складність та невизначеність потребують якісно нового погляду на специфіку регулювання розвитком суб'єктів економічної діяльності, що належать до такого кластеру, суб'єктів суміжних сфер діяльності та процесами підвищення їх конкурентоспроможності. Відповідно до окресленої тематики, дослідження зорієнтоване на формування усталеного сутнісного розуміння категорії кластерів готельно-ресторанного і туристичного бізнесу та специфіки регулювання їх розвитку. Зокрема, авторами здійснена систематизація основних визначень категорії кластерів готельно-ресторанного і туристичного бізнесу, відповідно до підходів до сутності базового концепту "кластер", аналіз підходів до сутності базового концепту "кластер". Базовим аспектом дослідження є визначення сутності та специфічних особливостей регулювання розвитку кластерів готельно-ресторанного і туристичного бізнесу. За отриманими результатами доведено, що регулювання розвитку кластерів готельно-ресторанного і туристичного бізнесу має забезпечувати синтез формування знань щодо процесів погодження позицій та колегіального прийняття рішень з розвитку та відповідної координації учасників. Звернено увагу на те, що особливу значущість, у регулюванні розвитком кластерів готельно-ресторанного і туристичного бізнесу, має: забезпечення найвищого рівня прибутковості учасників; забезпечення стабільного фінансового стану учасників; забезпечення високої якості продукту. В регулювання розвитку готельно-ресторанного і туристичного бізнесу повинна враховуватися необхідність забезпечення ефективного розподілу робочого навантаження між його елементами. Перспективи подальших розвідок у цьому напрямі полягають у можливості використання отриманих результатів для окреслення типової структури кластеру готельно-ресторанного і туристичного бізнесу та ідентифікації особливостей її функціонування. The clusters of hotel and restaurant business and tourist business are not only complex, in terms of internal content, integration models of development. There is no consensus on their substantive understanding. This complexity and uncertainty call for a qualitatively new way of looking at the specificities of development regulation of economic actors belonging to such a cluster, related actors, and the processes of enhancing their competitiveness. Accordingly, the study aims at developing an established substantive understanding of the category of hotel, restaurant, and tourism clusters and the specificities of their regulation. In particular, the authors have systematized the basic definitions of the category of the hotel-restaurant and tourist business clusters, in accordance with the approaches to the essence of the basic concept "cluster", analysis of the approaches to the essence of the basic concept "cluster". A basic aspect of the study was the definition of the essence on the specifics of regulation of the development of clusters of the hotel, restaurant, and tourist business. The results showed the management of hotel clusters. The restaurant and tourism business should provide a synthesis of knowledge about the processes of alignment and decision-making for the development and appropriate coordination of cluster participants. It is noted that the following are of particular importance in regulating the development of clusters of hotels, restaurants, and tourism: ensuring the highest level of profitability of participants; ensuring the financial stability of participants, which guarantees their smooth operation; product quality assurance. The identified targeted impact can be achieved through a clear interaction of stakeholders by selecting the most effective means of achieving it. The regulation of the hotel, restaurant and tourism industries should take into account the need to ensure efficient distribution of the workload among its elements, as each actor should have an interest in working together. The prospects for further research in this area lie in the possibility of using the results to determine the model structure of the hotel, restaurant, and tourism cluster and to identify the characteristics of its functioning.
