Розвиток системи громадського здоров'я в Україні : організаційно-правові засади

Abstract

Проблемами організаційного забезпечення системи громадського здоров'я на сьогодні залишаються неефективна міжсекторальна взаємодія органів публічної влади, а також відсутність систематичних інформаційних проєктів та комунікаційних кампаній з актуальних питань розвитку індивідуального і громадського здоров'я. Проаналізовано діяльність закладів громадського здоров'я (на прикладі КНП КОР "Київський обласний центр громадського здоров'я") та доведено, що заклад громадського здоров'я здійснює некомерційну неприбуткову господарську діяльність, направлену на забезпечення досягнення соціальних результатів. Ключовим завданням закладу громадського здоров'я визначено забезпечення вимог населення у висококваліфікованій, доступній та якісній медичній допомозі та реалізація обласної політики у галузі громадського здоров'я. Проаналізовано організаційну структуру КНП КОР "Київський обласний центр громадського здоров'я" та визначено, що вона представлена відділеннями та господарською частиною, які здійснюють свою професійну діяльність на основі затверджених положень про структурні підрозділи закладу громадського здоров'я. Здійснено аналіз персоналу КНП КОР "Київський обласний центр громадського здоров'я". Виокремлено напрями удосконалення організаційно-правових засад розвитку системи громадського здоров'я України, зокрема визначено стратегічні напрями розвитку закладу громадського здоров'я на довгостроковий період (2022—2025 роки). Розроблено стратегічні напрями та цілі розвитку закладу громадського здоров'я, зокрема: створення ефективної, прозорої, відкритої та гнучкої системи управління, забезпечення організації та якості надання медичної допомоги, оптимізація структури та потужності закладу громадського здоров'я, оптимізація та інтеграція ресурсів для розвитку системи громадського здоров'я, підвищення рівня обізнаності населення з питань громадського здоров'я. Доведено, що впровадження та реалізація Стратегічного плану розвитку закладу громадського здоров'я надасть можливість здійснювати ефективну діяльність та забезпечити виконання місії, головних цінностей. Проаналізовано алгоритм розроблення Програми розвитку системи громадського здоров'я на 2022–2025 рр. та запропоновано основні напрями (концепцію) розроблення та реалізації такої Програми. З метою удосконалення організаційно-правових засад розвитку системи громадського здоров'я в Україні вважаємо за необхідне Верховній Раді України прискорити прийняття Закону України "Про систему громадського здоров'я". Today the problems of the organizational support of the public health system remain inefficient intersectoral cooperation of public authorities, as well as the lack of systematic information projects and communication campaigns on topical issues of individual and public health. The activity of public health institutions is analyzed (on the example of the Kyiv Regional Center of Public Health) and it is proved that the public health institution carries out non-commercial non-profit economic activities aimed at ensuring the achievement of social results. The main task of the public health institution is to ensure the requirements of the population in highly qualified, affordable and high-quality medical care and the implementation of regional policy in the field of public health. The organizational structure of the Kyiv Regional Center of Public Health was analyzed and it was determined that it is represented by branches and business units that carry out their professional activities on the basis of approved regulations on structural units of the public health institution. The analysis of the staff of the Kyiv Regional Center of Public Health was carried out. The directions of the improvement of organizational and legal bases of development of the public health system of Ukraine are singled out, in particular the strategic directions of development of the public health institution for the long!term period (2022–2025) are determined. Strategic directions and goals of public health institution development have been developed, in particular: creation of effective, transparent, open and flexible management system, ensuring organization and quality of medical care, optimization of structure and capacity of public health institution, optimization and integration of resources for system development public health, raising public awareness of public health issues. It is proved that the implementation and realization of the Strategic Plan for the development of public health will provide an opportunity to carry out effective activities and ensure the implementation of the mission, main values. The algorithm of development of the Program of development of system of public health for 2022–2025 is analyzed and the basic directions (concept) of development and realization of such Program are offered. In order to improve the organizational and legal principles for the development of the public health system in Ukraine, we consider that it is necessary for the Verkhovna Rada of Ukraine to accelerate the adoption of the Law of Ukraine "On the Public Health System".
