Розвиток сервісу «Дія» в умовах війни. Нові можливості публічного управління

Abstract

У статті досліджується процес діджиталізації та цифровізації публічного управління України на прикладі екосистеми «Дія». Приділяється увага розвитку сервісу «Дія» під час воєнного стану та викликам і можливостям, що виникли через повномасштабне вторгнення. Активна робота в напрямку цифровізації України та державного управління, особливо набула значення в останні роки. Одним із головних напрямків удосконалення українського державного управління є модернізація сфери публічних послуг на засадах реалізації принципу «сервісної держави». У статті використані загальнонаукові методи: опис, аналіз, синтез, узагальнення, класифікація тощо, а також системний та функціональний підходи. Інформаційною базою дослідження слугували вітчизняні та закордонні видання, матеріали преси та нормативно-правові акти національного та міжнародного рівнів. Дослідження показало, що у результаті змін у співпраці та комунікації між владою і суспільством створено та вдосконалено інструменти для цієї взаємодії. Також відбулись трансформації цілей та змісту комунікації, що є вкрай необхідною під час повномасштабного вторгнення. Запропоновано систематизацію нових послуг, доступних на платформах всіх проєктів Дії. Було досліджено тенденцію активного впровадження цифрових трансформацій на державному рівні в Україні на тлі повномасштабного вторгнення. Було визначено, що Дія поглибила та розширила своє значення в соціальному житті українців, ввівши чимало нових, корисних, затребуваних послуг та документів. The article examines the process of digitization of public administration of Ukraine using the example of the “Diya” ecosystem. Focuses on the development of the Action service during martial law and the challenges and opportunities created by a full-scale invasion. The purpose of the work is to systematize the theory regarding the modern trends of digital transformations in the public administration; formulation of the basic advantages and disadvantages of the digitization process in the world and in Ukraine. To achieve the goal, the following main tasks were solved: – to investigate the current state of development of issues of digital transformations in domestic and foreign publications; – to study the current problems, obstacles and threats of digitalization implementation; – to analyze the current legislation, programs and projects related to digital transformations of public administration in the world and in Ukraine. The article uses general scientific methods: description, analysis, synthesis, generalization, classification, etc., as well as systemic and functional approaches. The information base of the research was served by domestic and foreign publications, press materials and regulatory acts of the national and international levels. The study showed that as a result of changes in cooperation and communication between the authorities and society, tools for this interaction were created and improved. There have also been transformations in the goals and content of communication, which is extremely necessary during a full-scale invasion. Thus, the newly created crisis situation for the functioning of the state administration system in Ukraine as a result of the war with the russian federation did not lead to a deterioration of relations between the authorities and citizens, but, on the contrary, gave an impetus to more intensive development of new opportunities.
