Публічне управління захистом національних цінностей в зарубіжних країнах в умовах повномасштабної російсько-української війни

Abstract

Метою статті є теоретичний аналіз публічного управління захистом національних цінностей у зарубіжних країнах з метою адаптації їх позитивного досвіду в Україні. Предметом дослідження є комплекс принципів, методів та наукових підходів публічного управління захистом національних цінностей, які використовуються в європейських країнах. Методологічною основою статті є теоретичний аналіз принципів, методів та наукових підходів публічного управління захистом національних цінностей зарубіжних країнах, їх реалізація в умовах повномасштабної російсько-української війни В статті автором зазначено, що декларація європейської ідентичності базувалася на спільній спадщині, в основу якої покладено такі цінності: ідентичне ставлення до життя, сформоване на ідеї створення суспільства відповідно до потреб людей; принципи результативної демократії; рівність перед законом; соціальна справедливість і повага до людських прав. Для вступу до європейської спільноти Україні потрібно адаптувати ці цінності і вибудувати цивілізований захист національних цінностей Української держави, особливо в умовах глобалізаційних викликів та трансформаційних змін. Доцільно скористатися досвідом захисту національних цінностей Німеччини, Франції чи Великої Британії для розбудови України саме у тих аспектах, які сприймаються українським суспільством і державою. Автор вважає, що серед пріоритетних європейських досягнень важливими для імплементації в Україні є такі: збереженн безпеки на європейському континенті в умовах російської агресії, підвищення рівня самосвідомості громадян держави щодо сприяйняття ними України як частини Європейського Союзу, розвиток громадянської освіти. Позитивний досвід таких європейських держав як Велика Британія, Німеччина та Франція щодо публічного управління захистомнаціональнихцінностейможебутиадаптованийвУкраїні на засадах європейської безпеки, міжнародного партнерства, сприяти наближенню перемоги України у повномасштабній російсько-українській війні над загарбником. The purpose of the article is a theoretical analysis of the public administration of the protection of national values in foreign countries in order to adapt their positive experience in Ukraine. The subject of the study is a set of principles, methods and scientific approaches of public administration for the protection of national values, which are respected in European countries. The methodological basis of the article is a theoretical analysis of the principles, methods and scientific approaches of public administration for the protection of national values in foreign countries, their implementation in the conditions of a full-scale Russian-Ukrainian war. In the article, the author notes that the declaration of European identity was based on a common heritage, which is based on the following values: an identical attitude to life, formed on the idea of creating a society in accordance with the needs of people; principles of effective democracy; equality before the law; social justice and respect for human rights. To join the European community, Ukraine needs to adapt these values and build a civilized defense of the national values of the Ukrainian state, especially in the face of globalization challenges and transformational changes. It is advisable to use the experience of public management of the protection of the national values of Germany, France or Great Britain for the development of Ukraine in precisely those aspects that are perceived by Ukrainian society and the state. The author believes that among the priority European achievements, the following are important for implementation in Ukraine: maintaining security on the European continent in the face of Russian aggression against the European continent, raising the level of self-awareness of citizens of the state to promote Ukraine as part of the European Union, and developing civic education. The positive experience of such European states as Great Britain, Germany and France regarding the public management of the protection of national values can be adapted in Ukraine on the basis of European security, international partnership, and contribute to the approaching victory of Ukraine in a full-scale Russian-Ukrainian war over the invader.
