Обгрунтування концепційних засад кризового менеджменту в системі землекористування

Abstract

Метою статті є розробка послідовних кроків ведення менеджменту, що сприяють подоланню криз, а також обгрунтування його концепційних засад у сфері землекористування. В статті висвітлено досвід ведення антикризового менеджменту в зарубіжних країнах. Вказано етапи кризового менеджменту у сфері землекористування, такі як діагностування потенційних загроз, всебічна оцінка ризиків, розробка антикризової програми, конструктивна взаємодія з усіма зацікавленими сторонами, ведення постійного моніторингу запланованих заходів та їх коригування в разі потреби. Обгрунтовано засади ведення антикризового менеджменту у сфері землекористування. Ними є оперативне реагування на кризову ситуацію, ведення профілактичних заходів, що виключають кризу, проведення рекультивації земель, агротехнічних заходів, участь у грантових програмах, планування діяльності, ведення Pest та Step-аналізу, передбачуваність технологічних криз, врахування параметрів кризових ситуацій, передбачення комплексу агротехнічних заходів. Today, there is a need to analyze risk factors that cause problems in the relevant area, actively respond to problems, and plan the appropriate components of crisis management. Taking this into account, it is necessary to substantiate the relevant components that will allow analyzing the conceptual principles of crisis management in the field of land use, as well as predicting the impact of negative factors. Accordingly, the purpose of the article is to develop sequential management steps that contribute to overcoming crises, as well as to substantiate its conceptual foundations in the field of land use. The article highlights the experience of conducting anti-crisis management in such foreign countries as Poland, Germany, Finland, the USA, North America, Asia, Norway, Denmark, New Zealand, Spain, Sweden, Switzerland, the United Kingdom and Canada. It is indicated that anti-crisis management in them is based on forecasting and prompt response to emerging crises. The stages of crisis management in the field of land use are indicated, which provide for the sequence of the following steps, such as diagnosing potential threats when conducting activities in the field of land use, comprehensive risk assessment, development of an anti-crisis program for conducting activities, constructive interaction with all stakeholders, constant monitoring of planned activities, and, if necessary, their adjustment in order to prevent potential negative consequences. The principles of anti-crisis management in the field of land use are substantiated. They include prompt response to a crisis situation, preventive measures that eliminate the crisis, conducting land reclamation, agrotechnical measures, participation in grant programs, planning activities, conducting Pest and Step analysis, predictability of technological crises, taking into account the parameters of crisis situations, predicting a complex of agrotechnical measures. It is indicated that the consistent implementation of planned actions involving crisis management in the field of land use will ultimately ensure a positive effect from conducting activities on the land, taking into account their emergent interaction and synergistic effect.
