Теоретичні засади державного регулювання зовнішньоекономічної діяльності в Україні в контексті забезпечення економічної безпеки держави

Abstract

У статті окреслено теоретичні основи реалізації механізму регулювання зовнішньоекономічної діяльності в Україні та систематизовано погляди на сутнісне наповнення дефініції "зовнішньоекономічна діяльність". На основі проведеного аналізу висвітлено низку різних тлумачень, що дозволяє говорити про суперечливість поглядів на ЗЕД. У цілому таку діяльність можна описати як таку, що являє собою великий спектр взаємодії суб'єктів господарювання однієї країни із суб'єктами господарювання іншої країни під впливом норм чинного законодавства та пов'язана з експортом або імпортом послуг та товарів. Доведено, що ЗЕД є багатогранним явищем, де задіяно значну кількість різних суб'єктів економічних відносин у державі. При цьому перед державою постає завдання з регулювання значного сектора економічних відносин, що включає ЗЕД. Представлено концептуальні положення механізму державного регулювання зовнішньоекономічної діяльності. Визначено, що механізм державного регулювання ЗЕД включає багато елементів і ряд внутрішніх і зовнішніх факторів, котрі мають вагомий вплив та повинні враховуватись органами публічної влади під час вироблення зовнішньоекономічної політики країни. The article establishes the essence of the mechanism of state regulation of foreign economic activity, defines the theoretical foundations of the implementation of the mechanism and systematizes views on the regulation of foreign economic activity in Ukraine. Based on the conducted analysis, a number of different interpretations were highlighted, which allows us to talk about the contradiction of views on the foreign economic activity. In general, such activity can be described as a broad spectrum of interaction between economic entities of one country and economic entities of another country under the influence of the norms of the current legislation and related to the export or import of services and goods. Defined. that state regulation of foreign exchange uses different methods (economic, administrative, legal). The use of specific instruments should involve the analysis of their implementation mechanism and possible consequences for the global community as a whole, as well as the impact on the national economy separately. It has been established that the state regulation of foreign exchange provides for the implementation of various legislative, executive and control measures aimed at improving foreign exchange within the framework of the national economy. It also means creating favorable conditions and mechanisms for the effective development of interaction between business entities in different countries. It is stated that the mechanism of state regulation of foreign trade is a complex of economic forms, tools and methods used to stimulate, coordinate and regulate the activities of subjects in the field of foreign economic relations. The basis of such regulation is a set of methods that affect the system of foreign economic relations, including both economic and non-economic means of influence. It has been proven that foreign trade is a multifaceted phenomenon involving a significant number of different subjects of economic relations in the state. At the same time, the state faces the task of regulating a significant sector of economic relations, which includes foreign trade, and the mechanism of state regulation of foreign trade includes many elements and a number of internal and external factors that have a significant impact and must be taken into account by public authorities when developing the country's foreign economic policy.
