Проблеми децентралізації та розвитку територіальних громад в Україні : соціальні аспекти

Abstract

Статтю присвячено визначенню соціального аспекту проблематики в розвитку територіальних громад в Україні. Визначено, що одним із ключових етапів у розумінні багатогранності проблеми забезпечення соціальної стабільності на рівні територіальних громад є аналіз крізь призму концепції сталого розвитку. Названа концепція, яка першочергово виникла як модель економічного зростання, з урахуванням природних ресурсів та екологічної безпеки, в подальшому перетворилася на комплексний підхід до безпечного та стабільного існування суспільства, охоплюючи різні аспекти, серед яких соціальні, економічні, екологічні. Зокрема, соціальний аспект зазначеної концепції сталого розвитку підкреслює важливість забезпечення стабільності соціальних та культурних підсистем, а також зниження кількості конфліктів між людьми. Пріоритетним завданням розвитку суспільства є збереження життя та здоров'я людей, а право на безпеку має бути одним з основних невідчужуваних прав. Встановлено, що забезпечення соціальної стабільності на рівні територіальних громад відбувається через реалізацію соціаль ної політики держави. Головним суб'єктом цієї політики є держава, котра встановлює її загальні цілі та пріоритети, завдання для їх реалізації, а також принципи впровадження. Таким чином, політика забезпечення соціальної стабільності на рівні територіальних громад є цілеспрямованою діяльністю держави в соціальній сфері, спрямованою на досягнення певних цілей. Доведено, що одним з головних принципів реалізації місцевого самоврядування повинен бути принцип врахування колективно-локальних інтересів у межах територіальних громад. Це має відповідати загальновизнаним світовим стандартам забезпечення місцевої демократії. Зроблено висновок про те, що основним рушієм для подальшого проведення реформи децентралізації та закріплення набутків по відношенню до стійкого соціально-економічного розвитку на рівні територіальних громад є стратегічно скерований процес з урахуванням актуальних потреб громади. The article is devoted to defining the social aspect of issues in the development of territorial communities in Ukraine. The article defines that one of the key stages in understanding the multifacetedness of the problem of ensuring social stability at the level of territorial communities is the analysis through the prism of the concept of sustainable development. The named concept, which first emerged as a model of economic growth, taking into account natural resources and environmental safety, later turned into a comprehensive approach to the safe and stable existence of society, covering various aspects, including social, economic, and environmental. In particular, the social aspect of the mentioned concept of sustainable development emphasizes the importance of ensuring the stability of social and cultural subsystems, as well as reducing the number of conflicts between people. The priority task of the development of society is the preservation of life and health of people, and the right to security should be one of the basic inalienable rights. It was established that ensuring social stability at the level of territorial communities occurs through the implementation of the social policy of the state. The main subject of this policy is the state, which establishes its general goals and priorities, tasks for their implementation, as well as implementation principles. Thus, the policy of ensuring social stability at the level of territorial communities is a targeted activity of the state in the social sphere, aimed at achieving certain goals. It has been proven that one of the main principles of implementing local self-government should be the principle of taking into account collective and local interests within territorial communities. This should meet the generally recognized international standards for ensuring local democracy. It was concluded that the main engine for the further implementation of the decentralization reform and consolidation of gains in relation to sustainable socio-economic development at the level of territorial communities is a strategically directed process taking into account the current needs of the community.
