Особливості наукової організації праці у землекористуванні в країнах європейського простору та можливі сценарії запозичення для України

Abstract

Метою статті є вивчення особливосте наукової організації праці в землекористуванні в країнах Європи та на цій основі обгрунтування заходів, що сприятимуть злагодженому процесу організації праці у землевпорядному виробництві на Україні. Вивчено орієнтири досвіду країн Європи у землекористуванні в сфері наукової організації праці. З'ясовано, що з метою вдосконалення організації праці в землевпорядних організаціях сьогодні мають здійснюватися такі заходи як запровадження науково розробленого порядку дня, впорядкування всіх службових взаємовідносини, створення безпечних умов праці у всіх підрозділах і службах, дотримання оптимального співвідношення інженерів-землевпорядників і техніків у виробничих підрозділах, використання у роботі прогресивних методів математичного програмування, просторового моделювання, підвищення вимог до кваліфікації осіб, які виконують землевпорядні роботи, передбачення їх стажування у європейських країнах. The purpose of the article is to study the peculiarities of the scientific organization of labor in land use in European countries and, on this basis, to justify measures that will contribute to the coordinated process of labor organization in land management production in Ukraine. The benchmarks of the experience of European countries in land use in the field of scientific labor organization have been studied. It is indicated that in the field of land use, the scientific organization of labor has such features as the process of production in the field of land management takes place both in the field and in chamber conditions; surveying the territory, transferring land management projects to nature, land surveys require the involvement of relevant specialists to perform these works, the process of scientific organization of work in the field is not always possible due to unfavorable climatic and weather conditions, during downtimes one type of work is replaced by another, working drawings is an important document of the scientific organization of work when transferring projects to nature (in the area). It is indicated that in the field of land use, the starting material of the scientific organization of work should be a plan, the implementation of which takes place in three stages: the creation of teams in project organizations with land management, which should include employees of the scientific and technical information department, economists, and the best specialists; development of a plan for the scientific organization of work at the workplaces of specialists, where the economic effect is determined for each planned measure, the design of the task of implementing the measures of the plans for the scientific organization of work and bringing them to the direct executors. Based on the experience of European countries, it was found that the successful implementation of measures on the scientific organization of work is possible if there is a special service in project organizations, which should be an independent structural unit of the production team. It has been established that in order to improve the organization of work in land management organizations, such measures as the introduction of a scientifically developed agenda, streamlining of all service relationships, creation of safe working conditions in all departments and services, compliance with the optimal ratio of land management engineers and technicians in production units should be carried out today. the use of progressive methods of mathematical programming, spatial modeling in the work, raising the requirements for the qualifications of persons who perform land management work, providing for their internship in European countries.
