Державний механізм розвитку електронної охорони здоров’я в Україні

Abstract

В статті доведено, що сучасні трансформаційні перетворення в сфері охорони здоров›я, реформування та вдосконалення цифрових інструментів та методів потребують удосконалення елементів державного механізму розвитку е-здоров’я для забезпечення ефективного функціонування сфери охорони здоров›я. Метою статті є визначити пріоритети розвитку інструментів державного механізму розвитку е-здоров’я в Україні для ефективного виконання стратегічних планів реформування сфери охорони здоров’я. На основі аналізу інструментів державного механізму розвитку електронної охорони здоров’я (дашборди, електронні документи та електронний документообіг, єМалятко, електронний рецепт, електронне направлення) визначено особливості реалізації кожного з інструментів в Україні. Доведено, що програми для психічного здоров’я є життєво важливими для суспільства та пріоритетними в процесі реалізації стратегічних завдань державної політики в сфері охорони здоров’я України. Виділено пріоритетні проєкти у галузі охорони психічного здоров’я України. Дослідження ініціатив у сфері телемедицини для реалізації державного механізму розвитку е-здоров’я та функціоналу чат-ботів в сфері охорони здоров’я дозволили виділити переваги зазначених інструментів державного механізму розвитку е-здоров’я. Виділено популярні електронні послуги у сфері охорони здоров’я України в рамках реалізації державного механізму розвитку е-здоров’я. Обгрунтовано, що добре функціонуючі інструменти електронної охорони здоров’я можуть допомогти посилити увагу до профілактичного догляду та самоконтролю, покращити взаємозв’язок між лікарем та пацієнтом. Виділено переваги застосування інструментів державного механізму розвитку е-здоров’я для медичних працівників та пацієнтів (розширення та покращення доступу громадян до медичних послуг, забезпечення персоналізованого, більш досконалого медичного обслуговування громадян). The article proves that modern transformations in the field of health care, reforming and improvement of digital tools and methods require improvement of the elements of the government mechanism for the development of e-health to ensure the effective functioning of the health care sector. The purpose of the article is to determine the priorities for the development of tools of the government mechanism for the development of e-health in Ukraine for the effective implementation of strategic plans for reforming the health care sector. Based on the analysis of the tools of the government mechanism for the development of electronic health care (dashboards, electronic documents and electronic document flow, eMalyatko, electronic prescription, electronic referral), the specifics of the implementation of each of the tools in Ukraine were determined. It has been proven that mental health programs are vital for society and a priority in the process of implementing strategic tasks of government policy in the field of health care of Ukraine. Priority projects in the field of mental health care of Ukraine have been identified. The study of initiatives in the field of telemedicine for the implementation of the government mechanism for the development of e-health and the functionality of chatbots in the field of health care made it possible to highlight the advantages of the specified tools of the government mechanism for the development of e-health. Popular electronic services in the fi eldof health care of Ukraine as part of the implementation of the government mechanism for the development of e-health are highlighted. It is justified that well-functioning electronic health care tools can help increase attention to preventive care and self-monitoring, improve the relationship between the doctor and the patient. The advantages of using the tools of the government mechanism for the development of e-health for medical workers and patients are highlighted (expanding and improving citizens’ access to medical services, ensuring personalized, more advanced medical care for citizens).
