Публічне управління соціальною сферою в територіальних громадах України

Abstract

У статті визначено одним з пріоритетів розвитку української держави – фундаментальну реформу системи управління. В контексті сучасних викликів та тенденцій публічне управління соціальною сферою в територіальних громадах України стає дедалі більш актуальним. Проаналізовано особливостей публічного управління соціальною сферою в територіальних громадах України, зокрема вивчення теоретичних і практичних аспектів організації та здійснення соціальних послуг, а також їх впливу на якість життя громади. Визначено, що завдання та мета муніципальної влади полягають у задоволенні всіх потреб місцевого співтовариства шляхом застосування публічно-владних заходів, використання місцевих ресурсів та забезпечення контролю. Наголошено на тому, що головна мета соціального захисту населення на рівні територіальної громади полягає в підвищенні рівня та якості життя шляхом удосконалення системи соціальної підтримки, в контексті чого були виокремлені пріоритетні напрями. Результати проведених досліджень щодо проблем місцевого самоврядування в соціальній сфері, а також умови сучасної децентралізації влади дозволили визначити цифровізацію як одну з ключових стратегій ефективного управління розвитком соціальної сфери на рівні територіальної громади. Визначено, що однією з найгостріших проблем є потреба в оптимальній синхронізації двох важливих реформаторських процесів: розвитку соціальної сфери нового якості та децентралізації. У результаті дослідження був зроблений висновок, що застосування організаційно-правових форм може мати два напрями. Перший - це утворення спільних комунальних підприємств, учасниками яких можуть бути одна чи кілька громад майбутнього округу. Другий – це утворення об’єднань вже існуючих комунальних установ. В межах перерозподілу функцій і повноважень у соціальній сфері через реформу децентралізації, було розглянуто можливість виведення частини цих функцій і повноважень з адміністративної опіки і передачі їх у сферу чисто ринкових відносин. Узагальнено, що для успішного забезпечення управління розвитком соціальної сфери на рівні територіальних громад необхідно перейти від традиційного підходу, спрямованого на вирішення поточних проблем, до програмно-проєктного, який враховує специфіку кожного регіону та галузі та просуває цифровізацію. Наголошено на важливості вдосконалення інформаційно-управлінської системи, яка створює умови для активізації бізнесу, громадянського суспільства та розвитку соціальної сфери територіальних громад. The article identifies one of the priorities for the development of the Ukrainian state - the fundamental reform of the management system. In the context of modern challenges and trends, public management of the social sphere in territorial communities of Ukraine is becoming more and more relevant. The peculiarities of public management of the social sphere in the territorial communities of Ukraine are analyzed, in particular, the study of theoretical and practical aspects of the organization and implementation of social services, as well as their impact on the quality of life of the community. It was determined that the task and purpose of the municipal government is to satisfy all the needs of the local community through the use of public-authority measures, the use of local resources and ensuring control. It was emphasized that the main goal of social protection of the population at the level of the territorial community is to increase the level and quality of life by improving the system of social support, in the context of which priority areas were highlighted. The results of the conducted research on the problems of local self-government in the social sphere, as well as the conditions of modern decentralization of power, made it possible to define digitalization as one of the key strategies of eff ective management of the development of the social sphere at the level of the territorial community. It was determined that one of the most acute problems is the need for optimal synchronization of two important reform processes: development of the social sphere of new quality and decentralization. As a result of the research, it was concluded that the application of organizational and legal forms can have two directions. The fi rst is the formation of joint communal enterprises, the participants of which can be one or more communities of the future district. The second is the formation of associations of already existing communal institutions. As part of the redistribution of functions and powers in the social sphere through the decentralization reform, the possibility of removing some of these functions and powers from administrative custody and transferring them to the sphere of purely market relations was considered. It is summarized that in order to successfully manage the development of the social sphere at the level of territorial communities, it is necessary to move from a traditional approach aimed at solving current problems to a program-project approach that takes into account the specifi cs of each region and industry and promotes digitalization. The importance of improving the information and management system, which creates conditions for the activation of business, civil society and the development of the social sphere of territorial communities, is emphasized.
