Формування та реалізація державної соціально-гуманітарної політики у світовому співтоваристві на сучасному етапі трансформації суспільних викликів і загроз

Abstract

У статті досліджується гуманітарна проблематика, що може і повинна розглядатися спільно із соціальною складовою, оскільки в більшості випадків гуманітарні та соціальні процеси супроводжують одне одного, а соціально-гуманітарна сфера, як і інші, перебуває під впливом різноманітних факторів та процесів. Результати дослідження виділяють основні аспекти щодо інтенсивного розвитку соціально-гуманітарної сфери, який обумовлений тим, що в сучасному світі все більш значущими стають людина і людський капітал. Трансформація системи міждержавних відносин не призвела до зникнення ідеологічного фактору, а соціально-гуманітарна складова в міждержавній взаємодії стала особливо важливою. У сучасній політиці соціальногуманітарна складова проникає все інтенсивніше в інші сфери: у військово-політичну та соціально-економічну. Встановлено, що соціально-гуманітарні аспекти супроводжують майже всі суспільні конфлікти, причому використовуються соціально-гуманітарні аспекти подвійним чином: з одного боку, для протидії противнику виникають феномени інформаційних, гібридних воєн, з іншого – для зниження напруженості та врегулювання суспільних конфліктів. У політикоекономічній сфері з›являється глобальний договір, який формує соціальну відповідальність бізнесу у глобальному масштабі. Крім того, розвиток отримують різні дискусійні майданчики з політикоекономічних питань, організовані як структурами бізнесу, так і владними структурами. Трансформації, зміни у соціальногуманітарній сфері можуть впливати на глобальні виклики, такі як зміна клімату, боротьба зі злочинністю, боротьба зі стихійними лихами, вони можуть вимагати співпраці та координації між країнами. З’ясовано, що підвищення або зниження довіри до державних інституцій, трансформація соціально-гуманітарної сфери може вплинути на рівень довіри до політичних лідерів та інститутів у різних країнах, щоможе вплинути на стабільність та легітимність влади. Отже, трансформація соціально-гуманітарної сфери державної політики може мати широкий спектр наслідків, і тому важливо їх розуміти для формулювання ефективних політик та стратегій. Соціально-гуманітарна сфера набуває власного розвитку і в даний час це пов›язано переважно з проблематикою вищої освіти. Надалі намічаються й інші напрями розвитку соціально-гуманітарної сфери світової політики, зокрема, охорони здоров›я, міжнародного туризму та інших, оскільки держава взяла курс на нарощування своєї присутності в соціально-гуманітарному полі. Обґрунтовано, що зазначені питання набули нового забарвлення іпосилилися, щодалоновийімпульсрозвиткусоціально-гуманітарної галузі. Крім того, встановлено, що соціально-гуманітарна сфера інтенсивно залучається до вирішення військово-політичних питань. Внаслідок цього виникають інформаційні та гібридні конфлікти як інструменти боротьби з противником, а тому те, що відбувалося протягом багатьох років відбувається сьогодні та території України з боку агресора в особі рф та її режиму. Сьогодні у сучасному світі спостерігається значне зростання соціальногуманітарної складової державної політики, що проявляється в усіх сферах діяльності. При цьому соціальна та гуманітарна складові є єдиним управлінським комплексом, у більшості випадків вони супроводжують і взаємо зумовлюють один одного при різних негативних факторах.

The article examines humanitarian issues that can and should be considered together with the social component, since in most cases humanitarian and social processes accompany each other. The social and humanitarian sphere, like others, is under the infl uence of various factors and processes. The results of the study highlight such main aspects that the intensive development of the social and humanitarian sphere is taking place, due to the fact that in the modern world, people and human capital are becoming more and more important. The collapse of the bipolar system of interstate relations did not lead to the disappearance of the ideological factor, and the social and humanitarian component in interstate interaction became especially important. In modern world politics, the socio-humanitarian component penetrates more and more intensively into other spheres: military-political and political-economic. It has been established that social and humanitarian aspects accompany almost all confl icts. Moreover, socio-humanitarian aspects are used in a twofold way: on the one hand, phenomena of informational, «hybrid wars» arise to counter the enemy, on the other hand, to reduce tension and resolve confl icts. In the political and economic sphere, a global agreement is emerging, which forms the social responsibility of business on a global scale. In addition, various discussion platforms on political and economic issues, organized by both business structures and power structures, are receiving development. Global challenges, changes in the social and humanitarian sphere can aff ect global challenges, such as climate change, the fi ght against crime, the fi ght against natural disasters, they can require cooperation and coordination between countries. It was found that the increase or decrease of trust in political institutions, the transformation of the social and humanitarian sphere can aff ect the level of trust in political leaders and institutions in diff erent countries, it can aff ect the stability and legitimacy of the government. The social and humanitarian sphere is also developing on its own, and at present it is mainly connected with the problems of higher education. In the future, other directions of development of the social and humanitarian sphere of world politics are planned, in particular, health care, international tourism and others, since the state has taken a course to increase its presence in the social and humanitarian fi eld. It is substantiated that the mentioned issues acquired a new color and intensifi ed, which gave a new impetus to the development of the social and humanitarian fi eld. In addition, it was established that the social and humanitarian sphere is intensively involved in the solution of military-political issues. As a result, information and hybrid wars arise as tools for fi ghting the enemy, what happened for many years is happening today and on the territory of Ukraine from the side of the aggressor in the person of the Russian Federation and its regime. Today, in the modern world, there is a signifi cant growth of the social and humanitarian component of world politics, which is manifested in all spheres of activity. At the same time, the social and humanitarian components are a single complex, and in most cases they accompany and mutually condition each other with various negative factors.
