Особливості корупції в Україні

Abstract

В статті ми поставили за мету відповісти на питання: у чому ж полягають особливості корупції в Україні. Це є непростою задачею, яку неможливо вирішити у рамках однієї статті, тим більше, що проблематика корупції доволі широко представлена в численних теоретичних та емпіричних дослідженнях. Як теоретичні концепції і моделі, так і результати аналізу досвіду окремих країн та груп країн, мають визначну користь для узагальнення уявлень про фактори корупції та шляхи її скорочення, створюючи ґрунт для розробки ефективної політики боротьби з нею. Складність в тому, що кожна країна має значні відмінності в частині масштабів, структури, форм корупційної діяльності. Це в цілому визначається такими факторами, як: траєкторія розвитку країни, розмір економіки, стан інституційного середовища, характер політичної системи, культурно-історичний досвід тощо. Характеристика корупції у загальному та вітчизняному контексті засвідчила над широку специфікацію учасників корупційних дій, у чому відображається багатомірність корупції. Її прихованість через загрозу покарання, а також перманентний розвиток її схем та механізмів представлено в типології корупції. Незважаючи на те, що Індекс сприйняття корупції в Україні демонструє позитивну динаміку, країна відстає від сусідів: Польщі, Словакії, Румунії та Молдови, а серед країн, кандидатів у члени ЄС вона знаходиться на 6-7 місці. Відзначається, що рівень корупції в Україні значно залежить відВНДна душу населеннята рівня громадянських свобод, у той час, як на нього не впливають ступінь людського розвитку та ефективність уряду. До національних особливостей корупції слід також віднести роль місцевих еліт, завдяки яким протягом тривалого часу формувалися деструктивні корупційні соціальні мережі. Ця проблема ще не знайшла адекватного відображення в науковій літературі. Доповнення концептуальної моделі корупції компонентами, що відносяться до факторів протидії: суворість покарань та громадський осуд та їх аналіз показав, що карність корупції в країні є послабленою, а в соціальному середовищі спостерігається парадокс толерантності, коли заперечення корупції супроводжується участю у корупційних діях. In the article, we aimed to answer the question: what are the peculiarities of corruption in Ukraine? This is a diffi cult task that cannot be solved within the framework of one article, especially since the problem of corruption is quite widely represented in numerous theoretical and empirical studies. Both theoretical concepts and models, as well as the results of the analysis of the experience of individual countries and groups of countries, have a signifi cant benefi t for generalizing ideas about the factors of corruption and ways to reduce it, creating the basis for the development of an eff ective policy to combat it. The diffi culty is that each country has signifi cant diff erences in the scale, structure, and forms of corruption. This is generally determined by such factors as: the trajectory of the country’s development, the size of the economy, the state of the institutional environment, the nature of the political system, cultural and historical experience, etc. The characteristics of corruption in the general and national contexts showed a broad specifi cation of the participants in corrupt actions, which refl ects the multidimensional nature of corruption. Its concealment due to the threat of punishment, as well as the permanent development of its schemes and mechanisms, is presented in the typology of corruption. Even though the Index of Corruption Perceptions in Ukraine shows positive dynamics, the country lags behind its neighbors: Poland, Slovakia, Romania and Moldova, and among the countries that are candidates for EU membership, it is in 6-7 place. It is shown that the level of corruption in Ukraine signifi cantly depends on the GNI per capita and the level of civil liberties, while it is not aff ected by the degree of human development and government effi ciency. The role of local elites, which caused the formation of destructive corrupt social networks over a long period of time, should also be attributed to the national characteristics of corruption. This problem has not yet been adequately refl ected in the scientifi c literature. Supplementing the conceptual model of corruption with components related to counteraction factors: the severity of punishments and public condemnation, and their analysis showed that the punishment of corruption in the country is weakened, and in the social environment there is a paradox of tolerance, when the denial of corruption is accompanied by participation in corrupt actions.
