Особливості комунікації органів місцевої влади щодо відновлення зруйнованих та деокупованих громад

Abstract

Війна створила нові умови невизначеності, що вимагають нових підходів для задоволення потреб населення громад: нових форм підтримки громадян, нових завдань, максимальної мобілізації ресурсів для забезпечення оптимального соціальноекономічного стану на місцях, переорієнтації, відновлення та соціально-економічного розвитку постраждалих громад. У цих умовах комунікація місцевої влади щодо відновлення зруйнованих та деокупованих громад має враховувати низку чинників, адже війна ще триває, а громади потрібно відновлювати вже сьогодні. Комунікація органів місцевої влади з громадськістю в період війни дещо відрізняється від процесу комунікації в мирний час. Тут в першу чергу треба враховувати всі безпекові фактори, психологічно-емоційний стан членів громади та наявність ресурсів для забезпечення життєво важливих сфер функціонування ОТГ. Тому основною метою цього дослідження стало визначення особливостей комунікації органів місцевої влади щодо відновлення зруйнованих та деокупованих територіальних громад. Серед основних завдань дослідження було запропоновано розглянути основні проблемні точки в процесі відновлення громад, необхідність застосування стабілізаційних заходів та їх визначення, звернено увагу на необхідність психологічного відновлення членів громади та забезпечення кадрового складу органів місцевої влади. Також варто звернути увагу на особливості формування безпекового середовища у зруйнованих та деокупованих громадах, що має забезпечуватися і через стратегії комунікації всередині громади. Процес комунікації місцевої влади щодо відновлення зруйнованих та деокупованих громад охоплює кілька напрямків: перший – взаємодія з центральними органами влади стосовно стратегічних планів відновлення, відбудови та фінансування постраждалих громад; другий – постійний діалог з членами постраждалих громад для співпраці, розбудови та створення безпечного середовища; третій, надзвичайно важливий напрямок – співпраця з міжнародними організаціями, які можуть допомогти громадам у процесі відновлення. Вважаємо, що для забезпечення ефективної комунікації органів місцевої влади з громадськістю щодо відновлення зруйнованих та деокупованих громад необхідні три основні механізми: вивчення внутрішнього середовища, мобілізація ресурсів та використання інновацій. Ці механізми сприяють гнучкості місцевого управління, що дозволяє швидше адаптуватися до постійно змінюваних умов військового часу. The war has created new conditions of uncertainty, necessitating new approaches to meeting the needs of community residents: new forms of citizen support, new tasks, and the maximum mobilization of resources to ensure optimal socio-economic conditions locally, reorientation, restoration, and socio-economic development of aff ected communities. In these conditions, local authorities’ communication regarding the restoration of destroyed and de-occupied communities must consider various factors, as the war is ongoing, and communities need to be rebuilt today. Communication between local authorities and the public during wartime diff ers from the communication process in peacetime. Primarily, it is crucial to consider all safety factors, the psychological and emotional state of community members, and the availability of resources to ensure the vital functions of the united territorial communities (UTCs). Therefore, the main objective of this research was to identify the features of local authorities’ communication regarding the restoration of destroyed and de-occupied territorial communities. Among the main tasks of the study were to examine the key problematic points in the process of community restoration, the necessity of applying stabilization measures and their defi nition, the importance of psychological recovery of community members, and ensuring the staffi ng of local authorities. Attention should also be given to the formation of a secure environment in destroyed and de-occupied communities, which should be ensured through internal community communication strategies. The communication process of local authorities regarding the restoration of destroyed and de-occupied communities encompasses several directions: fi rst, interaction with central authorities concerning strategic plans for the restoration, rebuilding, and fi nancing of aff ected communities; second, ongoing dialogue with members of aff ected communities for collaboration, development, and the creation of a safe environment; third, a highly important direction – cooperation with international organizations that can assist the communities in the recovery process. We consider that to ensure eff ective communication between local authorities and the public regarding the restoration of destroyed and deoccupied communities, three main mechanisms are necessary: studying the internal environment, resource mobilization, and the use of innovations. These mechanisms enhance the fl exibility of local governance, enabling a quicker adaptation to the ever-changing conditions of wartime.
