Основні показники цифровізації публічного управління : міжнародна практика

Abstract

В статті на основі здійснення узагальнення аналітичних та методичних розробок та рейтингів (індексів) міжнародних організацій та установ виділено показники для аналізу рівня сформованості та розвитку цифровізації публічного управління, серед яких варто вказати базові інфраструктурні елементи цифровізації, сектори з цифровою підтримкою, сектори нових цифрових технологій. Доведено, що основними складовими міжнародних та світових рейтингів, що визначають розвиток цифровізації публічного управління, є такі характеристики, як: рівень якості навчання, освіти та науки, технологічні умови, сприятливість нормативноправової бази, цифрова грамотність населення та готовність бізнесу й державних інституцій до співпраці та інвестування в передові цифрові технології. Обґрунтована необхідність наявності та підтримання тісного взаємозв’язку між рівнем розвитку країни та рівнем цифровізації публічного управління. Наголошено, що незважаючи на певну очевидність процесів розвитку цифровізації публічного управління, питання щодо вимірювання вказаної сфери порівняно з іншими суспільними та державними сферами є досить складним з огляду на наявність різних підходів до розуміння публічної та інших сфер. Порівняльний рейтинговий аналіз місця нашої держави серед країн світу за рівнем цифрового розвитку підтверджує, що національна система має необхідний потенціал до впровадження новітніх цифрових інструментів і здійснення інноваційних змін у формуванні суспільства й управління нового типу. Україна приєдналася до глобального процесу цифровізації та проходить шлях трансформаційних змін у напрямку формування цифрового суспільства та цифрової економіки, який передбачає необхідність здійснення інноваційних змін щодо формування суспільства й управління нового типу на основі комплексу управлінських, організаційних, інвестиційно-інноваційних заходів. In the article, based on the generalization of analytical and methodical developments and ratings (indices) of international organizations and institutions, indicators for analyzing the level of formation and development of digitalization of public administration are selected, among which it is worth specifying the basic infrastructural elements of digitalization, sectors with digital support, sectors of new digital technologies. It has been proven that the main components of international and world ratings, which determine the development of digitalization of public administration, are such characteristics as: the level of quality of training, education and science, technological conditions, favorable regulatory and legal framework, digital literacy of the population, and the readiness of business and state institutions to cooperation and investment in advanced digital technologies. The necessity of having and maintaining a close relationship between the level of the country’s development and the level of digitization of public administration is well-founded. It is emphasized that despite the certain obviousness of the processes of development of digitalization of public administration, the issue of measuring the specifi ed sphere in comparison with other public and state spheres is quite diffi cult given the presence of diff erent approaches to understanding public and other spheres. The comparative ranking analysis of the place of our state among the countries of the world in terms of the level of digital development confi rms that the national system has the necessary potential to introduce the latest digital tools and implement innovative changes in the formation of a new type of society and governance. Ukraine has joined the global digitalization process and is undergoing transformational changes in the direction of the formation of a digital society and digital economy, which requires the implementation of innovative changes in the formation of a new type of society and management based on a complex of management, organizational, investment and innovation measures.
