Сучасний стан реалізації цивільно-військового співробітництва у секторі безпеки і оборони України

Abstract

Важливість аналізу та узагальнення сучасного досвіду та стану реалізації цивільно-військового співробітництва виникає у зв'язку з необхідністю формування теоретичної основи для удосконалення вітчизняної моделі цивільно-військового співробітництва, як ефективної складової відносин між сектором безпеки і оборони України, цивільним середовищем та політичною владою. Відомо, що запорукою досягнення мети з подолання кризи вважається оптимізація співпраці та співробітництва складових сектору безпеки і оборони та об'єктів цивільного середовища. Важливим є те, що система, а інколи сама модель цивільно-військового співробітництва буде вдосконалюватись на основі аналізу досвіду з подолання кризи. Також слід розуміти, що врегулювання будь-якої кризи відбувається в умовах цивільного середовища, і саме структури цивільно-військового співробітництва дають можливість складовим сектору безпеки і оборони вирішити поставлені задачі чітко, скоординовано з цивільним сектором та з урахуванням регіональних особливостей. У даній статті здійснено ретроспективний аналіз передумов створення, організації та функціонування структур цивільно-військового співробітництва у складових сил оборони України, а саме у Збройних Силах України та у Національній гвардії України. Розкрито основні завдання та структуру Центрального управління цивільно-військового співробітництва Генерального штабу Збройних Сил України. Окреслено питання підготовки відповідних фахівців у системах вищої військової освіти та курсової підготовки. З'ясовано питання реалізації цивільно-військового співробітництва у Національній гвардії України, а саме її структура та основні завдання. Важливість дослідження також обумовлюється необхідністю розуміння сутності, функцій та завдань цивільно-військового співробітництва складових сил оборони України, як необхідного механізму реалізації взаємовідносин між суспільством та складовими частинами силового блоку сектору безпеки і оборони України, що в поєднанні з досвідом функціонування аналогічних структур НАТО та ООН під час проведення місій та операцій, повинен стати потужним інструментом в протидії повномасштабній збройної агресії з боку Російської Федерації з урахуванням політичних, економічних, соціальних, інфраструктурних та інформаційних факторів, на додачу до суто військових. The importance of analyzing and summarizing modern experience and the state of implementation of civil-military cooperation arises in connection with the need to form a theoretical basis for improving the domestic model of civil-military cooperation, as an effective component of relations between the security and defense sector of Ukraine, the civil environment and political power. It is known that the key to achieving the goal of overcoming the crisis is the optimization of cooperation of the components of the security and defense sector and objects of the civilian environment. It is important that the system, and sometimes the model of civil-military cooperation itself, will be improved based on the analysis of experience in overcoming the crisis. It should also be understood that the settlement of any crisis takes place in a civilian environment, and it is the structures of civil-military cooperation that enable the components of the security and defense sectors to solve the tasks clearly, in coordination with the civilian sector and taking into account regional characteristics. In this article, a retrospective analysis of the prerequisites for the creation, organization and functioning of structures of civil-military cooperation in the components of the defense forces of Ukraine, namely in the Armed Forces of Ukraine and the National Guard of Ukraine, is carried out. The main tasks and structure of the Central Department of Civil-Military Cooperation of the General Staff of the Armed Forces of Ukraine have been revealed. The issue of training relevant specialists in the systems of higher military education and course training is outlined. The issue of implementing civil-military cooperation in the National Guard of Ukraine, namely its structure and main tasks, has been clarified. The importance of the research is also determined by the need to understand the essence, functions and tasks of civil-military cooperation of the constituent forces of the defense forces of Ukraine, as a necessary mechanism for the implementation of relations between society and the constituent parts of the power block of the security and defense sector of Ukraine, which, in combination with the experience of the operation of similar NATO and UN structures during the missions and operations, should become a powerful tool in countering full-scale armed aggression by the Russian Federation, taking into account political, economic, social, infrastructural and informational factors, in addition to purely military ones.
