Теоретико-методичні підходи до дослідження державно-приватного партнерства в контексті розвитку смарт-сіті

Abstract

Концепція розумного міста розвивається і досі є предметом бурхливих дискусій, і сьогодні вона видається більш актуальною. Різні форми партнерства між державними/місцевими органами влади та приватним сектором є ключовим компонентом нового державного управління, яке заохочує участь приватного сектора до прийняття державних рішень та надання державних послуг. Таким чином, корпоративна участь в ініціативах смарт-сіті забезпечує наступність із внутрішніми угодами, які розглядають уряд та бізнес як партнерів у промисловому розвитку та глобальній конкуренції. Місцеві органи влади можуть отримати вигоду від фінансових ресурсів для розвитку спільноти, таких як залучення приватних або інституційних інвесторів. Це особливо актуально зараз, коли бюджетні кошти в Україні обмежені. Міста зіштовхуються з проблемами в рамках своєї програми "розумного міста" через більш жорсткі бюджетні обмеження, різні інтереси різних зацікавлених сторін і зростаючі потреби в технологічних інноваціях. Цілком очевидно, що в умовах війни в Україні бюджетних коштів не вистачає на розвиток "розумних міст", але насамперед їх не вистачає на відновлення житлових будинків, об'єктів промисловості та інфраструктури. Таким чином, необхідно залучати приватний бізнес до участі у відбудові українських міст. Але для цього держава має створити сприятливі умови та формати співробітництва для бізнесу. У процесі дослідження було використано наступні методи: діалектичний (для дослідження сутності державно-приватного партнерства в контексті розвитку смарт-сіті); теоретичного узагальнення (для вивчення та систематизації теоретичних підходів до смарт-сіті та ролі ДПП у його розвитку); системно-структурний (для визначення моделей взаємодії державного та приватного секторів); метод порівняння (для зіставлення моделей взаємодії державного та приватного секторів); групування та табличний (для наочності результатів дослідження). The smart city concept is evolving and still subjected to a strong debate and it appears more relevant today. Different forms of partnerships between the state/local governments and the private sector are a key component of new public management, which praises private sector involvement in public decision-making and in the delivery of public services. Corporate participation in smart city initiatives thus ensures continuity with domestic conventions that see government and businesses as partners in industrial development and global competition. Local governments can benefit from financial resources for community development such as attracting private or institutional investors. This is especially true now when the budget funds are limited in Ukraine. Cities are facing challenges with their smart city agenda due to tighter budget constraints, varied interests of different stakeholders, and increasing needs for technological innovation. Economic turmoil encourages the development of smart cities and ensures the safety of citizens. Thus, the situation in the world sometimes dictates "the rules of the game" for the development of smart cities. Due to the war, Ukraine has faced unprecedented destruction of residential buildings, industrial facilities and infrastructure. It is quite clear that under the war in Ukraine, budget funds are insufficient for the development of smart cities, but first of all, they are not enough for the restoration of buildings and the construction of new ones. Thus, it is necessary to attract private businesses to participate in the restoration of Ukrainian cities. But for this, the state must create favourable conditions and formats for cooperation for business. The following methods in the research process were used: dialectical (to study the essence of public-private partnership in the context of smart city development); theoretical generalization (to study and systematize theoretical approaches to smart city and the role of PPP in its development); systemic-structural (to determine models of interaction between the public and private sectors); comparison method (to compare models of interaction between the public and private sectors); grouping and tabular method (for clarity of the results of the study).
