Проблеми розвитку публічного управління у сфері фізичної культури і спорту

Abstract

У статті систематизовані наукові підходи до проблем розвитку публічного управління у сфері фізичної культури і спорту. З'ясовано, що проблеми розвитку системи публічного управління у сфері фізичної культури і спорту аналізують більш за все правознавці, економісти, водночас дослідження у галузі публічного управління носять фрагментарний та несистемний аналіз. Виокремлено шість кластерів проблем розвитку публічного управління у сфері фізичної культури і спорту. Перша проблема — потреба у розробці системної концепції розвитку публічного управління у сфері фізичної культури і спорту. Так, на сьогодні Урядом України планується об'єднати Міністерство освіти України, Міністерство молоді та спорту України, Міністерство культури України в єдине Міністерство розвитку людського капіталу. Таким чином, основними засадами розвитку людського капіталу є формування національного (сукупного) здоров'я через розвиток фізичної культури та спорту. Друга проблема — це пошук оптимального балансу публічних та приватних засад у регулюванні фізкультурно-спортивних відносин. Третя проблема — формування засад державно-приватного партнерства в галузі управління фізичною культурою та спортом. Це зумовлено тим, що спорт та фізична культура стають у сучасному світі одними з найважливіших галузей людської діяльності. Четверта проблема — формування гнучкої системи публічного управління у сфері фізичної культури та спорту, розвиток кадрового потенціалу управлінців, які здатні приймати оптимальні раціональні рішення з урахуванням економічної ефективності та певних елементів підприємництва. П'ята проблема — децентралізація влади та фінансування спортивної інфраструктури, оновлення матеріально-технічного забезпечення галузі, залучення інвестиції тощо. Саме децентралізація влади надасть можливість швидко та ефективно розбудовувати спортивну інфраструктуру, наблизити фізичну культуру та спорт до населення, враховувати інтереси громадян займатися професійно спортом тощо. Потребує формування альтернативних джерел фінансування — наприклад, отримання додаткового доходу від продажу рекламних та телевізійних прав, сувенірної продукції, лотереї, залучення внутрішніх інвестицій тощо. Шоста проблема — цифровізація послуг з фізичної культури та спорту, формування електронних порталів для обміну даними, обговорення проблем у галузі, створення особистого спортивного рейтингу, що враховує активність у заняттях фізкультурою та участь у спортивних заходах, формування відкритих електронних баз даних про можливості державної та регіональної спортивної інфраструктури надавати послуги населенню тощо. The article systematizes scientific approaches to the problems of public management in the field of physical culture and sports. The author found out that the problems of the development and reform of the public administration system in the field of physical culture and sports are mostly analyzed by jurists and economists, while research in the field of public administration carries a fragmentary and non-systematic analysis. The author singles out six clusters of problems of development of public administration in the field of physical culture and sports. The first problem is the need to develop a systemic concept for the development of public administration in the field of physical education and sports. So, today the Government of Ukraine plans to unite the Ministry of Education of Ukraine, the Ministry of Youth and Sports of Ukraine, the Ministry of Culture of Ukraine into a single Ministry of Human Capital Development. Thus, the main principles of human capital development are the formation of national (aggregate) health through the development of physical culture and sports. The second problem is the search for an optimal balance of public and private foundations in the regulation of physical culture and sports relations. The third problem is the formation of the foundations of public-private partnership in the field of physical culture and sports management. This is due to the fact that sports and physical culture are becoming one of the most important areas of human activity in the modern world. The fourth problem is the formation of a flexible system of public management in the field of physical culture and sports, the development of personnel potential of managers who are able to make optimal rational decisions taking into account economic efficiency and certain elements of entrepreneurship. The fifth problem is the decentralization of power and financing of sports infrastructure, updating the logistical support of the industry, attracting investment, etc. It is the decentralization of power that will provide an opportunity to quickly and effectively build sports infrastructure, bring physical culture and sports closer to the population, take into account the interests of citizens to engage in professional sports, etc. It requires the formation of alternative sources of financing — for example, obtaining additional income from the sale of advertising and television rights, souvenir products, lotteries, attraction of domestic investments, etc. The sixth problem is the digitization of physical education and sports services, the formation of electronic portals for data exchange, discussion of problems in the industry, the creation of a personal sports rating that takes into account activity in physical education and participation in sports events, the formation of open electronic databases on the possibilities of state and regional sports infrastructure, provide services to the population, etc.
