Організаційно-економічний механізм трансформації вищої освіти в Україні

Abstract

У статті розкрито поняття "трансформація вищої освіти" як перезавантаження з метою підвищення її конкурентоспроможності до рівня провідних освітніх систем країн Швеції, Франції, Австрії, Німеччини, Бельгії, Фінляндії, Чехії, а також практикоорієнтованість освітніх процесів з акцентом на якість вищої освіти, на результат і запити здобувачів на розширення освітніх послуг. Визначено шість основних перешкод на шляху трансформації вищої освіти, серед яких численні масштабні руйнування навчальних закладів під час війни в Україні; втрата наукового та кадрового потенціалу через людські втрати та академічну міграцію; брак фінансових ресурсів, необхідних для модернізації освітніх процесів, оптимізації поточної діяльності та розвитку українських вищих навчальних закладів відповідно до обраного Україною європейського курсу розвитку тощо. Окреслено пріоритетні напрями трансформації і акцентовано увагу, що цей процес потребує застосування суб'єктами державної політики у сфері забезпечення якості вищої освіти організаційної та економічної компонент організаційно-економічного механізму трансформації вищої освіти, завдяки яким функціонує національна система вищої освіти та здійснюється фінансово-економічний вплив суб'єктів державної політики у сфері забезпечення якості вищої освіти на швидкість освітніх змін в Україні. Звернуто увагу на те, що цей процес вимагає використання суб'єктами державної політики у сфері забезпечення якості вищої освіти організаційно-економічної складової організаційно-економічного механізму трансформації вищої освіти. Перша складова проявляється через: вибір форм і методів реалізації основних завдань державної політики у сфері забезпечення якості вищої освіти; логічно структуровані процеси та інституції, що беруть участь у трансформації. Натомість економічна складова вирішує три питання: де брати ресурси; які правила гри та як досягти очікуваних результатів трансформації та ефективно використовувати фінансові ресурси; які існують виклики та загрози та як оцінити їх вплив на національну систему вищої освіти (моніторинг якості вищої освіти). У дослідженні представлено процедури та заходи системи забезпечення якості освітньої діяльності та якості вищої освіти в Україні закладами вищої освіти. The article reveals the concept of "transformation of higher education" as a reboot with the aim of increasing its competitiveness to the level of the leading educational systems of Sweden, France, Austria, Germany, Belgium, Finland, the Czech Republic, as well as the practical orientation of educational processes with an emphasis on the quality of higher education, on the result and applicants' requests for expansion of educational services. Six main obstacles to the transformation of higher education have been identified, including numerous large-scale destruction of educational institutions during the war in Ukraine; loss of scientific and personnel potential due to human losses and academic migration; lack of financial resources necessary for modernization of educational processes, optimization of current activities and development of Ukrainian higher education institutions in accordance with the European course of development chosen by Ukraine, etc. The priority directions of transformation are outlined and attention is emphasized that this process requires the use by subjects of state policy in the field of quality assurance of higher education of the organizational and economic components of the organizational and economic mechanism of the transformation of higher education, thanks to which the national system of higher education functions and the financial and economic influence of sub State policy entities in the field of ensuring the quality of higher education on the speed of educational changes in Ukraine.Attention is drawn to the fact that this process requires the use of the organizational-economic component of the organizationaleconomic mechanism of the transformation of higher education by subjects of state policy in the field of quality assurance of higher education. The first component is manifested through: the choice of forms and methods of implementation of the main tasks of state policy in the field of ensuring the quality of higher education; logically structured processes and institutions involved in the transformation. Instead, the economic component solves three questions: where to get resources; what are the rules of the game and how to achieve the expected transformation results and effectively use financial resources; what challenges and threats exist and how to assess their impact on the national higher education system (higher education quality monitoring). The study presents the procedures and measures of the system of ensuring the quality of educational activities and the quality of higher education in Ukraine by higher education institutions.
