Пріоритетні напрями державної соціальної політики та перспективи її подальшого розвитку

Abstract

В умовах сучасного розвитку соціальна політика займає одне з ключових місць політики будьякої держави та є важливою частиною державного управління. Загалом, соціальна політика є діяльність державних органів щодо прогресивного розвитку соціальної сфери, поліпшення якості, умов і рівня життя громадян, а також надання їм соціальної підтримки, допомоги та захисту. У цій статті вивчається поняття соціальної політики, розглядаються її основні напрями, функції та завдання. Проводиться аналіз основних форм, методів, інструментів впливу, а також ефективності реалізації та значення як для громадян, так і для держави в цілому, що проводиться соціальною політикою. Розглядаються такі напрями соціальної політики як покращення соціального клімату, державна підтримка сімей, реабілітація та інтеграція інвалідів, соціальне обслуговування громадян старшого віку, розвиток недержавних некомерційних організацій, соціальна підтримка осіб у скрутній життєвій ситуації. Стаття орієнтована на підвищення ефективності ключових напрямів державної соціальної політики. Стаття спрямована на вивчення основних сучасних тенденцій державної соціальної політики, особливостей реалізації державного регулювання соціальних процесів. Розглядаються форми, методи, інструменти соціальної політики, її вплив на економічні процеси, напрями реформування соціальної сфери, державні програми соціально-економічного розвитку, соціальні аспекти початку нової моделі економічного розвитку. At the stage of scientific and technological progress, any economic system is capable of ensuring economic growth without using the creative, innovative potential of a person, therefore, the human factor becomes decisive in the socio-economic development of society. This determines the need for state intervention in socio-economic processes through the development and implementation of social policy. The term "social" (from the Latin socialis-societal) characterizes everything that is connected with the well-being and mutual relations of people in society, with the quality of their life, which reflects not only the level of consumption of material goods and services, but also the degree of satisfaction of spiritual needs people, their life expectancy, environmental conditions, moral and psychological, political climate in society, mental comfort. In the conditions of modern development, social policy occupies one of the key places in the politics of any state and is an important part of public administration. In general, social policy is the activity of state bodies regarding the progressive development of the social sphere, improving the quality, conditions and standard of living of citizens, as well as providing them with social support, assistance and protection. This article studies the concept of social policy, considers its main directions, functions and tasks. An analysis of the main forms, methods, tools of influence, as well as the effectiveness of implementation and significance for both citizens and the state as a whole, carried out by social policy, is carried out. Such areas of social policy as improving the social climate, state support for families, rehabilitation and integration of the disabled, social service for senior citizens, development of non-state non-profit organizations, social support for people in difficult life situations are considered. The article is focused on improving the effectiveness of key areas of state social policy. The article is aimed at studying the main modern trends of state social policy, the peculiarities of the implementation of state regulation of social processes. Forms, methods, tools of social policy, its influence on economic processes, directions of reforming the social sphere, state programs of socio-economic development, social aspects of the beginning of a new model of economic development are considered.
