Пропозиції щодо вдосконалення механізму формування інтелектуального капіталу на рівні вищої освіти

Abstract

У статті удосконалено напрями реалізації державного механізму формування інтелектуального капіталу на рівні вищої освіти, за якого бізнес буде зацікавлений у довгострокових замовленнях університетів, а ЗВО виконуватимуть роботи, які за якістю відповідають вимогам бізнесу, а саме: стимулювання в університетах процесів виконання досліджень та впроваджувальних робіт для бізнесу шляхом виходу на міжнародне співробітництво (укладання контрактів із зарубіжними організаціями міжнародного рівня, спрощення процедур ведення зовнішньоекономічної діяльності для ЗВО та НДІ); формування університетів прикладних наук (спеціалізуються на підготовці кадрів за найбільш затребуваними в регіоні профілями, здатними створювати та реалізовувати програми прикладного бакалаврату, технічної магістратури та індустріальної аспірантури, а також націлених на співпрацю з малими та середніми підприємствами регіону); розробка та впровадження двох апробованих у Європі моделей аспірантури — академічної (класичної) та індустріальної (аспірант вивчає навчальну програму в університеті, пише дисертацію та паралельно працює в організації-партнері університету за профілем свого дисертаційного дослідження); зміна підходів до фінансування підготовки аспірантів (механізм державних контрактів інвестування в інтелектуальний капітал). Нині ведення зовнішньоекономічної діяльності (ЗЕД) характеризується великими бюрократичними труднощами: необхідністю заповнення форми обліку, реєстрації договору, проходження процедури валютного контролю, обов'язкової участі українського банку, великими штрафами за недотримання процедури тощо. Для підтримки експорту НДДКР українських ЗВО доцільно вивчити моделі та процедури ведення ЗЕД передових країн та пом'якшити валютне законодавство. Для того, щоб ЗВО могли чітко та якісно виконувати вимоги замовника, вони повинні мати чітку бізнес-модель з обробки замовлень фірм. Чіткий опис бізнес-процесу кожного етапу виконання дослідження та оперативне реагування на вимоги бізнесу дозволить ЗВО якісно виконувати дослідження, що відповідають вимогам представників бізнес-спільноти. Державі важливо стимулювати ЗВО, залучати позабюджетні джерела доходу не тільки від студентів на комерційному навчанні, але ще й від бізнесу. ЗВО необхідно самостійно шукати бізнеспроцеси, які дозволять їм заробляти. В ідеалі у ЗВО має бути комерційний директор з бізнес-середовища, який би керував бізнес-процесами ЗВО, пов'язаними із взаємодією з корпоративними замовниками НДР та ДКР та комерціалізацією результатів інтелектуальної діяльності. The article improves the directions of implementation of the state mechanism for the formation of intellectual capital at the level of higher education, for which business will be interested in long-term orders from universities, and higher educational institutions will perform works that meet the requirements of business in terms of quality, namely: stimulation of research and implementation processes in universities for business by entering into international cooperation (contracting with foreign organizations of the international level, simplifying the procedures for conducting foreign economic activities for higher education institutions and research institutes); the formation of universities of applied sciences (specializing in the training of personnel according to the profiles most in demand in the region, capable of creating and implementing programs of applied bachelor's degree, technical master's degree and industrial postgraduate studies, as well as aimed at cooperation with small and medium-sized enterprises of the region); development and implementation of two models of post-graduate education approved in Europe — academic (classical) and industrial (the post-graduate student studies the curriculum at the university, writes a dissertation and simultaneously works in the partner organization of the university according to the profile of his dissertation research); changing approaches to financing the training of graduate students (mechanism of state contracts for investing in intellectual capital). Currently, the conduct of foreign economic activity (FET) is characterized by great bureaucratic difficulties: the need to fill in the accounting form, register the contract, go through the currency control procedure, the mandatory participation of the Ukrainian bank, large fines for non-compliance with the procedure, etc. In order to support the export of R&D and development of Ukrainian industrial enterprises, it is expedient to study the models and procedures of foreign exchange management of advanced countries and to soften currency legislation. In order for the HEI to be able to clearly and efficiently fulfill the customer's requirements, they must have a clear business model for processing the orders of firms. A clear description of the business process of each stage of research implementation and prompt response to business requirements will allow HEI to qualitatively perform research that meets the requirements of representatives of the business community. It is important for the state to stimulate higher education, to attract extrabudgetary sources of income not only from students on commercial studies, but also from businesses. Higher education institutions need to independently search for business processes that will allow them to earn money. Ideally, the HEI should have a commercial director from the business environment, who would manage the business processes of the HEI, related to interaction with corporate customers of the SRW and RCW and commercialization of the results of intellectual activity.
