Сучасні глобальні виклики, загрози та ризики економічній безпеці національної економіки

Abstract

Досліджено cучасні глобальні виклики, загрози та ризики, що мають місце для економічної безпеки національної економіки держави. На основі дослідження та узагальнення cучасних глобальних викликів, загроз та ризиків, по-перше, визначено перелік найбільш авторитетних світових організацій, які постійно досліджують та переглядають глобальних ризиків, по-друге, встановлено, що триваючий процес глобалізації також створює додаткові ризики для економічної безпеки національних економік, особливо це стосується країн, що розвиваються, та нерозвинених країн — часто це супроводжується тим, що високорозвинуті країни безперешкодно потрапляють на ринки найбільш слабких країн, руйнуючи місцеву промисловість і експортуючи чужі соціокультурні цінності. Додатково було виділено найбільш актуальні ризики глобалізації, які створюють численні загрози економічній безпеці держави. Окремо зроблено акцент на ризиках та загрозах, що виникли внаслідок розв'язаної Росією військової агресії проти України. Визначено перші наслідки та втрати України від даної агресії, а також глобальні події та загрози, що зазначена війна спровокувала і які уже доволі негативно впливають на рівень економічної безпеки багатьох країн світу, а з часом можуть спровокувати подальше суттєве посилення даного негативного впливу на економічні безпеки національних економік країн світу незалежно від рівня їх розвитку. Окремо зазначено, що зростанню глобальних ризиків наприкінці ХХ — на початку ХХІ століття сприяли геополітичні чинники, пов'язані зі зміною розміщення сил у світовій економіці та політиці, економічні кризи, тощо. Така ситуація, що склалася практично у всіх сегментах світової економіки, сприяє подальшому підвищенню глобальних ризиків та їх поширенню на більшість країн світу. При цьому негативні тенденції у системі міжнародних економічних відносин накладаються на внутрішні державні проблеми, що створює додаткові складнощі в економічній політиці та системі забезпечення економічної безпеки. Хоча держави й навчилися долати багато кризових ситуацій шляхом локалізації та виправлення, ризики сучасної дійсності суттєво ускладнюються. Причинами цього є зростання складності та взаємозв'язків сучасних соціальних, економічних, політичних та екологічних систем, високий рівень динамізму та невизначеності простору, а також глобалізаційні процеси, драйвером яких виступають Інтернет та цифрова економіка. Ключовим ризиком у короткостроковій перспективі визначено підвищення інфляції одночасно з повільним зростанням, що спонукатиме до запровадження жорсткої грошово-кредитної політики в розвинених країнах і може призвести до фінансової кризи в країнах, що розвиваються. Contemporary global challenges, threats and risks for the economic security of the national economy of the state are studied. On the basis of the research and generalization of contemporary global challenges, threats and risks, firstly, a list of the most authoritative world organizations that constantly research and review global risks is determined, and secondly, it is established that the ongoing process of globalization also creates additional risks for the economic security of national economies, especially in developing countries and underdeveloped countries — this is often accompanied by the fact that highly developed countries enter the markets of the weakest countries unhindered, destroying local industry and exporting foreign socio-cultural values. In addition, the most urgent risks of globalization, which create numerous threats to the economic security of the state, were highlighted. Separate emphasis is placed on the risks and threats that have arisen as a result of Russia's military aggression against Ukraine. The first consequences and losses of Ukraine from this aggression are determined, as well as global events and threats that this war provoked and which already have a rather negative impact on the level of economic security of many countries of the world, and over time may provoke a further significant increase in this negative impact on the economic security of national economies of the world, regardless of their level of development. It is separately stated that the growth of global risks at the end of the 20th — beginning of the 21st century was facilitated by geopolitical factors related to the change in the distribution of forces in the world economy and politics, economic crises, etc. Such a situation, which has developed in almost all segments of the world economy, contributes to the further increase of global risks and their spread to most countries of the world. At the same time, negative trends in the system of international economic relations are superimposed on internal state problems, which creates additional difficulties in economic policy and the system of ensuring economic security. Although states have learned to overcome many crisis situations through localization and correction, the risks of today's reality are significantly complicated. The reasons for this are the growing complexity and interrelationships of modern social, economic, political and ecological systems, a high level of dynamism and uncertainty of space, as well as globalization processes, driven by the Internet and the digital economy. The key risk in the short term is the increase in inflation at the same time as slow growth, which will prompt the introduction of tight monetary policy in developed countries and may lead to a financial crisis in developing countries.
