Фінансове забезпечення соціальних гарантій для внутрішньо переміщених осіб в умовах воєнного стану

Abstract

Повномасштабний наступ на територію України у 2022 році порушує економічну та соціальну безпеку нашої держави. Мільйони постраждалих українців були змушені покинути територію свого постійного місця проживання, внаслідок окупації чи проведення активних бойових дій. Після здійснення вимушеної міграції всередині країни, переселенці потребують державної соціальної підтримки для задовольняння першочергових потреб людини, пошуку нового житла та місця праці, здобуття середньої чи вищої освіти, погашенням поточних кредитних зобов'язань перед державою чи фінансовими установами. Держава зобов'язана фінансово забезпечити таких громадян, однак в умовах економічного спаду виникає значний брак бюджетних ресурсів та значно збільшується потреба у здійсненні видатків на виконання основних функцій держави. Зокрема, в умовах воєнного стану структура видаткової частини державного бюджету змінюється, адже значний обсяг видатків спрямовується на військову сферу. Частка коштів виділена на соціальне забезпечення та соціальний захист зменшується, що негативно відображається на фінансовій спроможності надати належні умови та грошовому допомогу внутрішньо переміщеним особам. У статті досліджено умови для надання соціальних гарантій внутрішньо переміщеним особам, окреслено яка категорія громадян мають право на отримання державної грошової допомоги. Для визначення стану платоспроможності нашої держави та можливості фінансово забезпечити соціальні гарантії постраждалим категоріям населення, здійснено аналіз джерел наповнення державного бюджету під час воєнного стану та основні напрямки спрямування видаткової частини бюджету. Окрім того, в роботі відображено альтернативні шляхи отримання фінансової підтримки переселенців у вигляді допомоги від міжнародних фінансових організацій. На основі досліду запропоновано можливості щодо вдосконалення системи реалізації соціальних гарантій внутрішньо переміщених осіб та їх фінансового забезпечення. Зокрема, створення організацій та проектів, основною метою діяльності яких буде сприяння щодо фінансового забезпечення осіб, які внаслідок війни були змушені покинути свої населені пункти та переміститися на більш безпечну територію. A full-scale attack on the territory of Ukraine in 2022 violates the economic and social security of our state. Millions of affected Ukrainians were forced to leave the territory of their permanent residence as a result of occupation or active hostilities. After forced migration within the country, displaced people need state social support to meet their primary human needs, find a new home and place of work, obtain secondary or higher education, and repay current credit obligations to the state or financial institutions. The state is obliged to financially provide for such citizens, however, in conditions of economic recession, there is a significant lack of budget resources and the need for spending on the performance of the main functions of the state increases significantly. In particular, in the conditions of martial law, the structure of the expenditure part of the state budget changes, because a significant amount of expenditure is directed to the military sphere. The share of funds allocated for social security and social protection is decreasing, which negatively affects the financial ability to provide adequate conditions and financial assistance to internally displaced persons. The article examines the conditions for providing social guarantees to internally displaced persons, outlines which category of citizens have the right to receive state financial assistance. In order to determine the state of our state's solvency and the possibility of financially providing social guarantees to the affected categories of the population, an analysis of the sources of filling the state budget during martial law and the main directions of the expenditure part of the budget was carried out. In addition, the work reflects alternative ways of obtaining financial support for migrants in the form of assistance from international financial organizations. Based on the research, opportunities for improving the system of implementing social guarantees of internally displaced persons and their financial support are proposed. In particular, the creation of organizations and projects, the main purpose of which will be to assist in the financial provision of persons who, as a result of the war, were forced to leave their settlements and move to a safer territory.
