Інноваційний розвиток підприємств в умовах соціально-економічної нестабільності

Abstract

Метою статті є комплексне дослідження основних передумов інноваційного розвитку підприємств в умовах соціально-економічної нестабільності. Аналізуючи, систематизуючи і узагальнюючи наукові праці багатьох учених, було здійснено науковий пошук інноваційних рішень та механізмів інноваційного розвитку підприємств, які забезпечують соціально-економічний стан держави. Зазначено, що механізми реалізації інноваційного розвитку в Україні потерпають через недостатню увагу державної влади до інноваційної політики. У результаті дослідження виявлено, що саме від ключової позиції економічної влади держави залежить комплексне регулювання інноваційної діяльності, її моніторинг і розвиток. Проаналізовано механізми реалізації інноваційного розвитку вітчизняних підприємств з розглядом можливостей застосування сучасних інституційних чинників, спрямованих на відновлення економіки. Доведено, що інноваційний розвиток потребує забезпечення стійкого інституційного середовища, яке знімає невизначеність функціонування господарчої системи України та суб'єктів інноваційної сфери в умовах посилення глобальних диспропорцій, шоків та кризових явищ. Розглянуто окремі компоненти впливу глобалізації на інноваційну політику держави. Певною альтернативою інституційного статусу держави визначено забезпечення збалансованого розвитку всіх підсистем національної інноваційної системи, підтримка інноваційної активності суб'єктів господарювання на всіх стадіях інноваційного процесу. Досліджено закордонний досвід фінансового забезпечення інноваційного розвитку підприємств. Запропоновано напрями формування та впровадження сучасного інструментарію інституційного удосконалення інноваційної сфери. Обгрунтована необхідність спрямування дій економічної влади на забезпечення нового етапу розвитку економіки України, яка має базуватися на популяції креативних ідей щодо системної трансформації інноваційної та цифрової інфраструктури. Перспективами подальших наукових досліджень у даному напрямі є питання визначення сучасних інституційних форм державного регулювання інноваційного розвитку та розробка механізму прискорення технологічного розвитку економіки в умовах глобальної конкуренції. The purpose of the article is a comprehensive study of the main prerequisites for the innovative development of enterprises in conditions of socio-economic instability. By analyzing, systematizing and summarizing the scientific works of many scientists, a scientific search for innovative solutions and mechanisms of innovative development of enterprises, which ensure the socio-economic state of the state, was carried out. It is noted that the mechanisms for the implementation of innovative development in Ukraine suffer due to insufficient attention of the state authorities to innovation policy. As a result of the research, it was found that the comprehensive regulation of innovative activity, its monitoring and development depends on the key position of the state's economic power. Mechanisms of implementation of innovative development of domestic enterprises are analyzed, considering the possibilities of applying modern institutional factors aimed at economic recovery. It has been proven that innovative development requires the provision of a stable institutional environment, which removes the uncertainty of the functioning of the economic system of Ukraine and the subjects of the innovation sphere in the conditions of increasing global disparities, shocks and crisis phenomena. Separate components of the influence of globalization on the innovation policy of the state are considered. A certain alternative to the institutional status of the state is defined as ensuring the balanced development of all subsystems of the national innovation system, supporting the innovative activity of business entities at all stages of the innovation process. The foreign experience of financial support for the innovative development of enterprises was studied. Directions for the formation and implementation of modern tools for institutional improvement in the innovation sphere are proposed. There is a justified need to direct the actions of the economic authorities to ensure a new stage of development of the economy of Ukraine, which should be based on the population of creative ideas regarding the systemic transformation of innovative and digital infrastructure. Prospects for further scientific research in this direction are the question of determining modern institutional forms of state regulation of innovative development and the development of a mechanism for accelerating the technological development of the economy in conditions of global competition.
