Механізми реалізації державної молодіжної політики в сфері патріотичного виховання

Abstract

У статті обгрунтовуються важливі напрями патріотичного виховання і визначаються їх завдання, аналізуються основні нормативно-правові акти державного рівня стосовно проблем патріотизму і патріотичного виховання молоді. Зазначається, що патріотичне виховання є одним із головних пріоритетів державної політики та є актуальною проблемою державного управління на етапі розвитку України є реалізація державної політики у сфері патріотичного виховання молоді. Необхідність цього аспекту державного управління очевидна і пояснюється багато в чому неможливістю повноцінного функціонування суспільства без розвиненої системи патріотичного виховання. Зазначається, що керуючись тим, що сутність механізмів реалізації державного патріотичного виховання молоді передбачає взаємодію системних елементів, які призводять до досягнення деякої конкретної мети, під механізмами впливу державної політики на патріотичне виховання молоді розуміється системна цілісність норм, засобів і методів, що застосовується у різноманітних формах свого втілення суб'єктами суспільства з метою виховання у молоді патріотичних якостей. The article substantiates the important directions of patriotic education and defines their tasks, analyzes the main regulatory and legal acts of the state level regarding the problems of patriotism and patriotic education of youth. It is noted that patriotic education is one of the main priorities of state policy and the implementation of state policy in the field of patriotic education of youth is an urgent problem of state administration at the stage of Ukraine's development. The need for this aspect of public administration is obvious and is explained in many ways by the impossibility of the full functioning of society without a developed system of patriotic education. It is noted that, guided by the fact that the essence of the mechanisms for the implementation of the state patriotic education of the youth involves the interaction of system elements that lead to the achievement of some specific goal, the mechanisms of the influence of state policy on the patriotic education of the youth are understood as the systemic integrity of norms, means and methods, which are used in various forms its embodiment by the subjects of society with the aim of nurturing patriotic qualities in the youth. The organizational mechanism for the implementation of state policy in the field of patriotic education is the entire complex of actions involving material-technical, economic-social, moralspiritual means carried out in appropriate forms, for the maximum implementation of general and specific tasks of the state in the field of patriotic education. The administrative-legal mechanism for the implementation of state policy is a mandatory component in the formation of legal awareness of every person. The set of legislative and normative acts at the state level, which regulate state policy, determine the place and role of state youth policy, as well as normative documents, national level programs related to solving the problem of patriotic education. Summarizing the above, it should be noted that the main task of modern state policy in the field of patriotic youth education should be the creation of conditions for the maximum use of the innovative potential of the young generation in the interests of the development of Ukraine and ensuring the appropriate level of the country's competitiveness. Also, the state should continue to develop and implement a comprehensive system of education of patriotic values among young people.
