Роль керівника в антикорупційній політиці закладів освіти

Abstract

У статті проаналізовано основні документи, які регулюють впровадження антикорупційних заходів в Україні, зокрема Антикорупційну політику держави до 2025 року, Антикорупційну стратегію України та Закон України "Про засади державної антикорупційної політики на 2021— 2025 роки". Досліджено аналітичний огляд концепції "Leader's Voice", здійснений Національним агентством із запобігання корупції, виокремлено пріоритетні напрями розвитку й основи для формування цілісної та ефективної антикорупційної системи. Визначено поняття "лідер" і "керівник", з'ясовано їх взаємозалежність у сучасному світі та роль лідерства в системі управління. Вивчено вітчизняні й міжнародні стандарти та рекомендації, які регулюють заходи щодо запобігання проявам корупції, зокрема в закладах освіти. Досліджено основні засади й принципи, які викладено в Антикорупційній стратегії України, а також заходи із запобігання корупції, які реалізуються на всіх рівнях державного управління, а саме: на макрорівні, мезорівні, мікрорівні, нанорівні. Вивчено засади Антикорупційної політики України на 2021—2025 роки, визначним елементом якої є запобігання корупційним проявам у галузі освіти і забезпечення невідворотності відповідальності за корупційні й пов'язані з корупцією правопорушення. Основну увагу зосереджено на вивченні американської концепції "Leader`s Voice" ("Tone at the Top"), за якою роль керівника є визначальною в усіх процесах, зокрема антикорупційних практиках. Проаналізовано основні стилі управління, які можуть застосовуватись керівником під час впровадження антикорупційних заходів, а саме: авторитарний, демократичний і ліберальний; визначено їх позитивні й негативні аспекти, які впливають на формування й впровадження антикорупційних політик. Сформовано основні засади, які необхідні для розроблення внутрішньої антикорупційної політики, а також формування нульової толерантності до проявів корупції як у закладах освіти, так і в суспільстві загалом. Визначено роль керівника у впровадженні ефективної антикорупційної політики та дотриманні принципів доброчесності й прозорості. The article analyzes the main documents that regulate the implementation of anti-corruption measures in Ukraine, in particular the Anti-Corruption Policy of the State until 2025, the AntiCorruption Strategy of Ukraine and the Law of Ukraine "On the Basics of State Anti-Corruption Policy for 2021—2025". Was studied the analytical review of the "Leader's Voice" concept, carried out by the National Agency for the Prevention of Corruption, were identified the priority areas of development and the basis for the formation of a coherent and effective anti-corruption system. Are defined the concepts of "leader" and "manager", are clarified their interdependence in the modern world and the role of leadership in the management system. Were studied domestic and international standards and recommendations regulating measures to prevent manifestations of corruption, in particular in educational institutions. Were studied the basic principles and principles outlined in the Anti-Corruption Strategy of Ukraine, as well as measures to prevent corruption implemented at all levels of state administration, namely: macro-level, meso-level, micro-level, nano-level. Have been studied the principles of the Anticorruption policy of Ukraine for 2021—2025, a prominent element of which is the prevention of corruption in the field of education and ensuring the inevitability of responsibility for corruption and corruption-related offenses. The main attention is focused on the study of the American concept of "Leader's Voice" ("Tone at the Top"), according to which the role of the leader is decisive in all processes, in particular, anticorruption practices. Are analyzed the main management styles that can be used by the manager during the implementation of anti-corruption measures, namely: authoritarian, democratic and liberal; are determined their positive and negative aspects, which affect the formation and implementation of anti-corruption policies. Have been formed the main principles that are necessary for the development of an internal anticorruption policy, as well as the formation of zero tolerance for manifestations of corruption both in educational institutions and in society in general. Is defined the role of the manager in the implementation of an effective anti-corruption policy and compliance with the principles of integrity and transparency.
