Теоретичні підходи до інтенсифікації виробництва продукції скотарства в Україні

Abstract

У процесі виробництва продукції скотарства ефективність інтенсифікації характеризує використання системи ресурсних, економічних, організаційних, науково-технічних, соціальних та інших умов функціонування продуктивних сил і виробничих відносин порівняно з іншими галузями. Найбільше вона пов'язана з особливостями ведення галузі та використання землі. Складність і багатогранність категорії економічної ефективності інтенсифікації у досліджуваній галузі не дає змоги повною мірою використовувати лише один показник. На наше переконання, економічну ефективність скотарства необхідно розглядати з позиції інтенсифікації виробництва та розширеного відтворення, подолання коливань обсягів у виробництві продукції впродовж року. У процесі аналізу ефективності інтенсифікації скотарства важливо, щоб вибір системи показників найбільш повно характеризував рівень інтенсивності виробничої діяльності, результат інтенсифікації, а також економічну, екологічну та соціальну її ефективність. Отже, при оцінюванні економічної ефективності інтенсифікації слід враховувати найбільш раціональне використання виробничих ресурсів в умовах багатоукладної економіки та ринку. Для підвищення якості управлінських рішень у скотарстві доцільно структурувати процес управління виробництвом молока на етапи, що дозволить уточнити характер діяльності щодо інформаційного, аналітичного та методичного забезпечення функцій управління. Чим ефективніше виробництво, тим на більш ранніх етапах керівництво підприємства виявляє потенційні проблеми. Отже, показники ефективності інтенсифікації взаємопов'язані та взаємозумовлені. Однак на практиці можуть бути суперечливі значення цих показників. Запропонована система взаємопов'язаних показників і критеріїв ефективності інтенсифікації виробництва продукції скотарства за правильного їх розрахунку та практичного використання дає обгрунтовану оцінку технологічної, економічної, соціальної й екологічної ефективності організаційно-економічних заходів у виробництві. Вважаємо, що основним критерієм економічної ефективності інтенсифікації скотарства є максимізація виходу високоякісної продукції за оптимальних витрат та одночасному забезпеченні нормативних умов для праці та проживання працівників, а також збереженні навколишнього природного середовища. In the process of production of livestock products, the efficiency of intensification characterizes the use of the resource system, economic, organizational, scientific and technical, social and other conditions of the productive forces functioning and production relations compared to other industries. It is mostly related to the specifics of the industry and land use. The complexity and multifacetedness of the category of intensification economic efficiency in the researched industry does not make it possible to fully use only one indicator. In our opinion, the economic efficiency of cattle breeding must be considered from the standpoint of intensification of production and extended reproduction, overcoming fluctuations in the volume of production during the year. In the process of analyzing the effectiveness of cattle breeding intensification, it is important that the choice of the indicator system most fully characterizes the level of intensity of production activity, the result of intensification, as well as its economic, ecological and social effectiveness. Therefore, when evaluating the economic efficiency of intensification, one should take into account the most rational use of production resources in the conditions of a multi-system economy and market. To improve the quality of management decisions in cattle breeding, it is advisable to structure the process of managing milk production into stages, which will make it possible to clarify the nature of activities regarding informational, analytical and methodical support of management functions. The more efficient the production, the earlier the management of the enterprise detects potential problems. Therefore, the indicators of the efficiency of intensification are interconnected and mutually determined. However, in practice, the values of these indicators may be contradictory. The proposed system of interrelated indicators and criteria for the efficiency of the intensification of the production of cattle breeding products, with their correct calculation and practical use, provides a reasonable assessment of the technological, economic, social and environmental effectiveness of organizational and economic measures in production. We believe that the main criterion of the economic efficiency of the intensification of cattle breeding is the maximization of the output of high-quality products at optimal costs and the simultaneous provision of standard conditions for the work and living of employees, as well as the preservation of the natural environment.
