Відкритість публічного управління як напрям наукових досліджень: основні аспекти та перспективи

Abstract

У статті зроблено огляд наукових публікацій за напрямом відкритість публічного управління. Узагальнено дослідницькі підходи, в яких відкритість розглядається як принцип, інструмент, якісна ознака, властивість системи публічного управління та невід'ємний атрибут демократичної влади у цілому. Виокремлено найбільш неузгодженні питання та напрями поглиблення нормативно-правових засад втілення принципу відкритості в діяльності органів публічної влади. Обгрунтовано наукове завдання подальшого наукового дослідження взаємозв'язку принципів "відкритість і прозорість", "зворотний зв'язок, чутливість", "інноваційність та відкритість до змін". Розкрито значущість відкритості для посилення впливу громадянського суспільства на процес управління суспільними справами, реалізацією права громадян на належне врядування. Підтверджено важливість розгляду відкритості як одного з ключових критеріїв оцінювання якості, ефективності публічного управління та публічної служби. The article reviews scientific publications in the direction of openness of public administration. Research approaches in which openness is considered as a principle, a tool, a quality feature, a property of the public administration system and an integral attribute of democratic power as a whole are summarized. It is noted that along with the significant role given to openness in the modern theory and practice of public administration, there are conflicting views on the content of the principle of openness, its relationship with the principle of transparency, transparency, publicity, and the presence of sometimes polar points of view on their definition. The most uncoordinated issues and directions for deepening the normative and legal foundations of the implementation of the principle of openness in the activities of public authorities are singled out, in particular, taking into account the specifics of its implementation in political-management and administrative decisions. The scientific task of further scientific research on the relationship between the principles of "openness and transparency", "feedback, sensitivity", "innovativeness and openness to change", which belong to the list of basic principles of good democratic governance, is substantiated. The importance of openness for strengthening the influence of civil society on the process of managing public affairs, realizing the right of citizens to proper governance is revealed. The importance of considering openness as one of the key criteria for evaluating the quality, efficiency of public administration and public service, as well as as a modern vector for the implementation of the philosophy of a service, digital state, has been confirmed. The importance of solving the task of forming the legal, organizational, and technical foundations for the introduction of the principle of openness in the conditions of digital governance, in particular, regarding the issues of open data security, responsibility, interaction, partnership of the state, business, and civil society in the regulation of relations in the field of open data is emphasized. Attention is drawn to the need to properly consider the real and potential risks to the public administration system associated with vulnerability as the flip side of openness.
