Організаційний механізм державного управління міжнародним військовим співробітництвом : досвід країн-членів НАТО та держав ЄС

Abstract

У даній статті проведено аналіз досвіду країн-членів НАТО та держав Європейського Союзу щодо застосування організаційного механізму державного управління міжнародним військовим співробітництвом з метою розвитку та підвищення ефективності вищезазначеного механізму в структурах Збройних Сил України. Аналіз процесів державного управління неможливий без дослідження теоретичних засад цих процесів, визначення відповідних категорій галузі науки "державного управління". Серед них важливе місце посідає поняття "організаційний механізм державного управління міжнародним військовим співробітництвом". Без розкриття сутності зазначеного поняття не можливо вирішити проблему практичного застосування та підвищення ефективності механізмів державного управління міжнародним військовим співробітництвом України в умовах російсько-української війни в частині його взаємосумісності зі збройними силами країн-членів НАТО та держав Європейського Союзу (далі — ЄС). This article analyzes the experience of NATO member states and the European Union regarding the application of the organizational mechanism of public administration of international military cooperation in order to develop and improve the effectiveness of the aforementioned mechanism in the Eco-system of the Armed Forces of Ukraine. An analysis of the processes of public administration is impossible without researching the theoretical foundations of these processes and determining the relevant categories of public administration. Among them, the concept of "organizational mechanism of public administration of international military cooperation" occupies an important place. Without revealing the essence of the mentioned concept, it is not possible to solve the problem of practical application and improvement of the efficiency of the mechanisms of public administration of international military cooperation of Ukraine in the conditions of the Russian-Ukrainian war in terms of its interoperability with the armed forces of NATO member states and the European Union. According to the results of the study, it can be stated that only 19% of the countries studied (6 countries — 2 NATO countries, 2 countries aspirants for NATO membership and 2 partner countries) have an integrated function of "international military cooperation" in the J5 structure of the General Staff of the Armed Forces. At the same time, the vast majority of the armed forces of NATO countries (70%) have separate units within the structure of the general staff, the ministry of defense or the armed forces in general to implement the function of "international military cooperation". Therefore, in order to develop the conceptual and categorical base of science "public administration" we propose to consider as the definition of "organizational mechanism of public administration of international military cooperation" — a set of functionally related structural divisions of military administration bodies, whose activities are aimed at the implementation of international military cooperation of the Armed Forces of Ukraine, organizing the participation of the Armed Forces of Ukraine in international peace and security operations and implementing the state's international obligations in the field of arms control. In the following article, the author aims to develop recommendations for improving the organizational mechanism of the public administration of international military cooperation of Ukraine in order to increase its effectiveness in the conditions of a full-scale war of the Russian Federation against Ukraine, because the analysis of the experience of the member states of NATO and the European Union regarding its application indicates that it is an effective tool of military management to increase cooperation between the armed forces, which allows to ensure the national interests and security of the state by maintaining peaceful and mutually beneficial cooperation with members of the international community according to generally recognized principles and norms of international law in the military sphere.
