Напрями вдосконалення надання соціальних послуг в територіальних громадах через організаційний механізм державного управління

Abstract

Стаття присвячена розробленню напрямів удосконалення надання соціальних послуг в територіальних громадах шляхом зміни організаційного механізму державного управління. Мета дослідження — на основі визначених проблем надання соціальних послуг розробити напрями щодо їх удосконалення в територіальних громадах. Актуальність дослідження зумовлена проблемою ефективного використання фінансових, матеріальних та кадрових ресурсів, що зумовлюють надмірне фінансове навантаження на територіальні бюджети. Доповнює актуальність дослідження низький рівень задоволеності населення якістю надання соціальних послуг. В ході дослідження використані методи загально-наукового пізнання, зокрема аналізу для здійснення критичного аналізу літератури та нормативно-правової бази; синтезу, що дозволяє виокремити ключові проблеми у сфері надання соціальних послуг в територіальних громадах. Методи індукції та дедукції дозволяють знайти напрями удосконалення надання соціальних послуг в територіальних громадах. Результати дослідження показують суть соціальних послуг в територіальних громадах та основну проблему, яка полягає в недостатньому нормативно-правовому регулюванні соціальних послуг, які надаються державними органами. Через це значна час тина соціальних послуг є розподіленою між різними інституціями та організаціями, що створює суттєві проблеми для населення, оскільки без спеціальних знань в галузі державного управління люди не знатимуть, яким чином можуть вирішити власні проблеми. Окрім реформувань в інституційному середовищі, рекомендується реформувати інформаційне забезпечення надання соціальних послуг, яке передбачає використання єдиної інформаційної оболонки у сфері надання соціальних послуг, що буде доступною для всіх органів виконавчої влади та організацій із надання соціальних послуг. Використання таких технологій дозволить забезпечувати надання соціальних послуг на умовах прозорості, практично повністю ліквідувати проблеми бюрократії, зменшити фінансове навантаження на територіальні бюджети. The article is devoted to the development of directions for improving the provision of social services in territorial communities by changing the organizational mechanism of public administration. The purpose of the study is to develop directions for their improvement in territorial communities based on the identified problems of social services provision. The relevance of the study is due to the problem of effective use of financial, material and human resources, which cause excessive financial burden on territorial budgets, as well as low levels of public satisfaction with the quality of social services. In the course of the study, methods of general scientific knowledge were used, in particular, analysis for critical analysis of literature and regulatory framework; synthesis, which allows to identify key problems in the field of social services in territorial communities. The methods of induction and deduction allow finding ways to improve the provision of social services in territorial communities. The study results show the essence of social services in territorial communities and the main problem, which is the insufficient legal regulation of social services provided by public authorities. As a result, a significant part of social services is distributed among different institutions and organizations, which creates significant problems for the population, since without special knowledge in the field of public administration they will not know how to solve their own problems. In addition to reforms in the institutional environment, it is recommended to reform the information support for the provision of social services, which involves the use of a single information shell in the field of social services, which will be available to all executive authorities and organizations providing social services. The use of such technologies will ensure social services provision on the conditions of transparency, almost completely eliminate the problems of bureaucracy, reduce the financial burden on territorial budgets.
