Роль інвестиційної привабливості регіону у динамічному розвитку туристичної галузі

Abstract

У статті досліджено наукові та практичні проблеми економічного та соціального розвитку туристичної індустрії, здійснено аналіз стану та тенденцій розвитку інвестиційних процесів у туристській галузі, а також виявлено пріоритетні напрями інвестування у національну індустрію туризму. Проведено комплексне дослідження залучених капітальних інвестицій у сферу туризму та у суміжні з ним галузі, зокрема спрямовані у спорт, розваги, відпочинок. Проаналізовано регіональні аспекти капіталовкладень у сферу туризму, визначено низька частка Південного регіону у залученні інвестиційних коштів. Запропоновано систему заходів у контексті створення сприятливого інвестиційного середовища на рівні регіону. Доведено, що формування інвестиційної привабливості країни і окремих територій є складним процесом, який залежить не тільки від високих показників прибутковості вкладеного капіталу у сферу туризму, наявного ресурсного потенціалу галузі, а й від оцінки ризиків політично-правового, соціально-економічного, інноваційного та фінансового характеру. Встановлено, що успішний розвиток туристичної індустрії неможливий без активного впливу держави, яка гарантує стабільне зовнішнє середовище для інвесторів. Розроблено і систематизовано заходи підвищення інвестиційної привабливості сфери туризму на рівні країни, регіону і на рівні суб'єктів сфери туризму. The article was researched scientific and practical problems of economic and social development of the tourism industry. The analysis of the state and trends in the development of investment processes in the tourism industry, and identifies priority areas of investment in the national travel industry. The development of tourism has been found to be of great social importance in each region. Tourism services have moved from the elite category to the category of affordable product for the majority of the population. However, with significant potential and dynamic development of the tourism industry, Ukraine hasn't formed its own image in the world investment market, occupies the last places on investment attractiveness in most ratings. The lack of investment is one of the main factors behind Ukraine in the sphere of tourism and inhibiting socio-economic development. Based on the statements of scientists about the essence of the investment potential of the region, it's established that the following components are involved in its formation: natural resource potential, geographical location, economic condition, infrastructure facilities, institutional formation, staffing, scientific and technical potential, consumer component, production component. Also, a comprehensive study of attracted capital investments in the field of tourism and related industries, in particular, directed to sports, entertainment, recreation was conducted. The article analyses regional aspects of investment in the field of tourism, identifies a low share of the Southern region in attracting investment funds. The system of measures in the context of creating a favorable investment environment at the regional level is offered. It has been proved that formation of investment attractiveness of the country and individual territories is a complex process that depends not only on high rates of return on invested capital in the tourism sector, and the resource potential of the industry, but also from the assessment of risks of political, legal, socio-economic, innovation and financial nature. It has been established that the successful development of the tourism industry is impossible without the active influence of the state, which guarantees a stable external environment for investors. Developed and systematized measures to increase the investment attractiveness of the tourism industry at the level of the country, the region and at the level of the subjects of tourism.
