Збалансування ринку праці в контексті забезпечення якості надання освітніх послуг

Abstract

У статті розглядається проблема збалансованості ринку праці у контексті розвитку системи освіти в Україні. Ринок праці завжди динамічно розвивається, тож важливим питанням сьогодення є працевлаштування людей та професійна орієнтація на майбутнє, яка базується на аналізі потреби у професіоналах, фахівцях, а також робітничих кадрах. Обгрунтована необхідність розробки та впровадження системи прогнозування професійної структури ринку праці на основі кількісних і якісних опитувань роботодавців та експертів у сфері зайнятості. Зазначено, що одним із важливих напрямів збалансованості ринку праці у контексті розвитку вітчизняної системи освіти є вдосконалення маркетингової діяльності закладів освіти. Запропоновано концептуальну схему механізму забезпечення якості освітньої діяльності закладів вищої освіти та визначено, що на ефективність його функціонування впливають чинники зовнішнього і внутрішнього середовища. Обгрунтована технологія підвищення якості освіти за участю Національного Агентства, яка базується на потужній методологічній основі у вигляді квадри підходів: людиноцентричного, системного, компетентнісного і синергетичного. Зазначено, що новітнім механізмом забезпечення якості освіти може стати державно-громадське управління. Визначені заходи щодо ефективного функціонування механізму забезпечення якості освітньої діяльності у закладах вищої освіти. The article examines the problem of labor market balance on the basis of ensuring the development of the domestic education system. The labor market must directly develop dynamically. The topical issue of today is the provision of employment and career guidance in the future, which is based on the results of the analysis of the need for reliable professionals and workers. The main factor that causes certain disparities in the domestic labor market is the direct cyclical development of the market economy, which leads to fluctuations in supply and aggregate demand for labor. It is the neutralization of the imbalance in the labor market of Ukraine that requires the formation and provision of a reliable system for collecting and analyzing the necessary information in the direction of developing the qualification structure of the labor force. The purpose of the article is to determine the theoretical foundations of the development of the education system of Ukraine and improve its quality in the context of ensuring the balance of the domestic labor market. The objectives of this article are to identify the state of labor markets and educational services, develop guidelines and conduct a study that will confirm the idea of the possibility of balancing the labor market for the development of education in Ukraine. The need to develop and implement a system for forecasting the required professional structure of the labor market by conducting quantitative and qualitative surveys among employers and experts in the field of employment. It is proved that one of the key areas of promoting the balance of the labor market on the basis of educational development is the reform of marketing activities for educational institutions. A conceptual scheme of the mechanism of quality assurance of educational activity of higher education institutions is proposed and it is determined that the efficiency of its functioning is influenced by external and internal factors. The technology of improving the quality of education with the participation of the National Agency, which is based on a strong methodological basis in the form of a quadratic approach: human-centered, systemic, competence and synergetic. It is noted that the newest mechanism for ensuring the quality of education may be public administration. Measures for the effective functioning of the mechanism for ensuring the quality of educational activities in higher education institutions are identified.
