Співробітництво держав Балтійського регіону у сфері протидії торгівлі людьми (на прикладі Ради держав Балтійського моря)

Abstract

The problem of combating human trafficking becomes extremely important, taking into account: the global nature of the phenomenon of human trafficking; its characteristic features and negative consequences; ineffectiveness of measures to identify victims of human trafficking and bring criminals to justice; growing risks of human trafficking, in the conditions of various crises and conflicts of our time. The article analyses the activity of the Council of the Baltic Sea States (CBSC) in the field of combating human trafficking (organizational, normative and applied aspects). The relevance of the issue of combating human trafficking for the Baltic region is substantiated, which led to its inclusion in the long-term priority of the CBSC ‘Safe and Secure Region’. It was emphasized that a significant step in the design and conceptualization of the activities of the CBSC (in the area of combating human trafficking) was the creation of a relevant specialized body – the North Baltic Task Force on Combating Human Trafficking (TF-THB). The purpose, composition, and general principles of TF-THB activity are briefly formulated. Considerable attention was paid to the analysis of the regulatory documents of the target group: ‘Target group of CBSC against human trafficking. Strategy 2020-2025’ and ‘Target group of CBSC against human trafficking, Technical task 2020-2025’. A description of the projects is given of CBSC and TF-THB (‘CAPE’, ‘CAPE II’, ‘PROMISE-TRM’, ‘They have a name’, ‘Transnational Referral Mechanism of the Baltic Sea Region’ (BSR-TRM), information campaign ‘Before You Go’): their general direction, participants, and tasks. The special applied value of the ‘BSR-TRM’ project and the difficulties associated with its implementation are emphasized. It was determined that an important component of the cooperation of the states of the region is the discussion (with the participation of experts and practitioners) of the pressing problems of combating human trafficking, at the ‘fields’ of international forums, conferences, and trainings. Проблема протидії торгівлі людьми набуває виняткової значущості, враховуючи: глобальність явища торгівлі людьми; його характерні риси та негативні наслідки; неефективність заходів щодо виявлення жертв торгівлі людьми та притягнення до відповідальності злочинців; зростання ризиків торгівлі людьми, в умовах різноманітних криз і конфліктів сучасності. У статті здійснено аналіз діяльності Ради держав Балтійського моря (РДБМ) у сфері протидії торгівлі людьми (організаційний, нормативний і прикладний аспекти). Обґрунтовано актуальність проблеми для балтійського регіону, що зумовило включення цього напрямку до довгострокового пріоритету РДБМ «Безпечний і захищений регіон». Наголошено, що значним кроком в оформленні та концептуалізації діяльності РДБМ (в площині протидії торгівлі людьми), стало створення відповідного профільного органу – Північно-Балтійської цільової групи боротьби з торгівлею людьми (TF-THB). Стисло сформульовано мету, склад, загальні засади діяльності TF-THB. Значну увагу приділено аналізу регламентуючих документів цільової групи: «Цільова група РДБМ проти торгівлі людьми. Стратегія 2020-2025» і «Цільова група РДБМ проти торгівлі людьми. Технічне завдання 2020-2025». Охарактеризовано проєкти РДБМ і TF-THB («CAPE», «CAPE II», «PROMISETRM», «They have a name», «Транснаціональний механізм перенаправлення в регіоні Балтійського моря» (BSR-TRM), інформаційна кампанія «Before You Go»): їх загальну спрямованість, учасників, завдання. Підкреслено особливе прикладне значення проєкту «BSR-TRM» і труднощі, пов’язані з його реалізацією. Визначено, що вагомою складовою співпраці держав регіону є обговорення (за участі експертів і практиків) назрілих проблем протидії торгівлі людьми, на «майданчиках» міжнародних форумів, конференцій, тренінгів.
