Коріння пропутінських політичних симпатій Віктора Орбана

Abstract

In the political discourse of modern Europe, the expression ‘Viktor Orban’s pro-Putin policy’ is no longer regarded as a phrase that characterized the specifics of Hungary’s political orientation. Over the past two years, the very content of Hungarian politics and political speculations have become an issue that is being widely discussed and analyzed in EU as it creates considerable difficulties for the EU members. The foundations of democracy, undoubtedly, require respecting any electoral choice if it is made in compliance with the basic principles of free expression of will. However, the fact that Hungarian society approves of the position of its government that utterly resists common European efforts to restrain the blatant violation of international law foundations is worrying and requires thorough research. Analysis of evolution of V. Orban’s political views and statements, as well as those of his party members, with whom he has won the fourth consecutive election, allows us to conclude that they have identified those ‘sensitive problems’ in Hungarian society that let them stay in power by appealing to the interests of the majority of Hungarians. Moreover, having been in power for a long time, the party members of Orban’s political circle have managed to fuel such aspirations of Hungarian society that align with the political course offered by the government. The theme that ideally “rallies the Hungarian people with the government” represented by Orban’s party, is the memory of “the great past of their homeland, which was illegally stolen by their neighbors”. That is the theme of the so-called ‘Great Hungary’ and the ‘Trianon Treaty’ that literally ‘stripped’ Hungary triggers the national aspirations of modern Hungarians and consistently allows us to see Orban’s party as the only political player that ‘genuinely realizes’ the burden of this ‘national tragedy’. Thus, the way of shaping political atmosphere in Hungary, in the dimension of establishing relations between the government and the people, is quite similar to the patterns of shaping political atmosphere in Russia, where the government also ‘feeds its electorate’ on memories of the “great past, illegally taken away by the predatory liberal democrats of the hostile West”. It is no coincidence that Russians are consistently and continually being told that the collapse of the USSR is their greatest national tragedy of the previous century. Therefore, it is possible to assume that it is the Russian experience of political manipulation that has become a model for Orban’s party to follow. Indeed, the Russians have been successfully imitating the observance of the basic principles of democracy for decades, while the government remained unchanged and at the same time “bathed in the love of a grateful and happy nation”. It is this reality that is so attractive to Orban, and therefore his ‘pro-Putin policy’ is in fact only an imitation of the Russian political technology of ‘brainwashing his own electorate’. У міжнародному спілкуванні сучасного європейського простору вислів: «пропутінська політика Віктора Орбана» – перестав бути просто висловом, яким характеризували певний час, донедавна самобутність політичного курсу Угорщини. Впродовж останніх двох років сам зміст угорської політики став міжнародною проблемою, що обговорюється, аналізується, створює чималі труднощі на теренах ЄС, й потребує вирішення. Засади демократії, звичайно, вимагають шанувати будь який електоральний вибір, якщо він реалізований з дотриманням базових принципів вільного волевиявлення. Однак, коли угорське суспільство схвалює позицію своєї влади, що не приєднується до дій із належного протистояння відвертим прецедентам наруги над самими основами міжнародного права – це викликає занепокоєння і спонукає до вивчення проблеми. Аналіз еволюції політичних поглядів і заяв особисто В. Орбана, а також партії, яку він очолює, і з якою перемагає вчетверте підряд на виборах – дозволяє констатувати, що вони віднайшли ті «чутливі точки» в угорському суспільстві, що дозволяють їм завжди бути актуальними та затребуваними, як виразники інтересів більшості угорців. Більше того, тримаючи тривалий час владу, партійці з політичного кола В. Орбана своїми діями самі підживлюють серед угорців ті настрої, які вимагають винятково того політичного курсу, що пропонується владою. Темою, що ідеально «єднає угорський народ із владою», репрезентованою партійцями В. Орбана – стала національна пам’ять про «велике минуле своєї вітчизни, що було незаконно окрадене сусідами». Тобто, тема «Великої Угорщини» та «Тріанонського договору», який ту державу «обікрав» – вміло розпалює національні переживання сучасних угорців і стабільно дозволяє бачити саме у партії В. Орбана єдину силу, яка «належно усвідомлює» вагу вказаної «національної трагедії». Отже, вибудовування політичної атмосфери в Угорщині, у сенсі налагодження відносин між владою та народом – цілком уподібнюється до таким же чином вибудованої політичної атмосфери в Росії, де також влада «годує свій електорат» спогадами про «велике минуле, незаконно відібране хижими лібералами-демократами ворожого Заходу». Не випадково росіянам стабільно і послідовно навіюється, що розвал СРСР є найбільшою їхньою національною трагедією минулого століття. Тому є підстави припустити, що саме російський досвід політичного маніпулювання став взірцевим для наслідування партією В. Орбана. Адже, насправді, у росіян впродовж десятиліть успішно імітується дотримання базових принципів демократії, а тим часом влада залишається незмінною, і водночас «купається в любові» вдячного та щасливого народу. Саме така реальність є привабливою для В. Орбана, і тому його «пропутінська політика» насправді є лише наслідуванням російської політтехнологічної методології «обробки власного електорату».
