Понятійно-категоріальні інтерпретації історіографічного розуміння державної політики у сфері культури у науковому дискурсі

Abstract

У статті здійснено теоретичне дослідження з позиції сучасності понятійно-категоріальних інтерпретацій історіографічного розуміння державної політики у сфері культури у науковому дискурсі та удосконалено понятійно-категоріальний апарат науки державного управління шляхом запропонування авторського визначення поняття "державна політика у сфері культури". Досліджено генезис та структурно-смисловий зміст тріади таких понять як "культура", "політика" та "державна політика у сфері культури" у державно-управлінському аспекті. Розглянуто явище "культура" з позиції філософського, соціально-філософського, антропологічного, соціологічного та державно-управлінського підходів. Охарактеризовано два основні підходи до розуміння явища "політика": 1) політика як боротьба за владу (Politics); 2) політика як державна політика (Policy). На основі узагальнення даних підходів політику визначено як мистецтво гармонійного поєднання цілей та засобів, ризиків та ресурсів при подоланні опору у процесі досягнення та використання влади. Запропоновано та обгрунтовано таке авторське визначення поняття "державна політика у сфері культури" — як цілеспрямована, перспективно (довгостроково) орієнтована діяльність, що забезпечує розвиток суспільства (його частини) у межах обгрунтовано відібраних та штучно впроваджуваних культурних норм та пропагованих цінностей. The article carries out a theoretical study from the standpoint of modern conceptual-categorical interpretations of the historiographical understanding of state policy in the field of culture in scientific discourse and improves the conceptual-categorical apparatus of the science of public administration by proposing the author's definition of the concept of "state policy in the field of culture". The relevance of this research is substantiated. An analysis of the latest scientific thematic studies and publications was carried out. The genesis and structural-semantic content of the triad of such concepts as "culture", "politics" and "state policy in the field of culture" in the state-management aspect have been studied. The phenomenon of "culture" is considered from the standpoint of philosophical, socio-philosophical, anthropological, sociological, and state-management approaches. Two main approaches to understanding the phenomenon of "politics" are characterized: 1) politics as a struggle for power (Politics); 2) politics as state policy (Policy). Based on the generalization of these approaches, politics is defined as the art of a harmonious combination of goals and means, risks and resources while overcoming resistance in the process of achieving and using power. The following author's definition of the concept of "state policy in the field of culture" is proposed and substantiated — as a purposeful, prospective (longterm) oriented activity that ensures the development of society (its part) within the limits of reasonably selected and artificially implemented cultural norms and promoted values. Despite the objective fact that the concepts of state policy in the sphere of culture and its individual aspects (socio-economic, political, artistic-aesthetic, national-ethnic, etc.) are different in their internal content, they have been quite fully and comprehensively researched in domestic and foreign scientific literature, it was found that there is a shortage of public-management theoretical-methodological works that are interdisciplinary in nature and contain a synthesis of various scientific areas, which this study tried to solve. In the context of this study, promising directions for further theoretical and practical scientific studies are proposed: the essence, components, main determinants and stages of the formation and implementation of state policy in the field of culture; peculiarities of formation and implementation of state policy in the sphere of culture.
