Розроблення стратегії електронної системи охорони здоров'я (ehealth) як один із напрямів удосконалення державної політики у сфері охорони здоров'я України

Abstract

У статті встановлено, що у розвинутих зарубіжних країнах розвивається новий підхід, орієнтований на здоров'я і громадянина, спрямований на допомогу в управлінні власним здоров'ям вдома, на роботі, в школі і в громаді. Цей новий підхід відповідає напряму, який застосовують системи охорони здоров'я в розвинених країнах, які відходять від принципу, заснованого на медичній допомозі, лікуванні захворювань та лікарень, до підходу, який зосереджується на підтримці здоров'я, профілактиці та навчанні громадян здоров'язбережувальних технологій. Цифрові технології електронної охорони здоров'я, які забезпечують підхід до людини через масовий вплив, є інструментом громадського здоров'я, який дозволить розвивати еHealth. Обгрунтовано, що широке використання цифрових технологій закладами охорони здоров'я у розвинутих країнах світу перебуває у прямій залежності від рівня і якості медичної допомоги, що й обумовлює відповідний стан здоров'я та рівень життя громадян. У статті виокремлено ключові напрями удосконалення державної політики щодо впровадження електронної охорони здоров'я в Україні. Обгрунтовано, що електронна охорона здоров'я (eHealth) є високоефективною інвестицією у сферу охорони здоров'я, що сприяє значному підвищенню рівня медико-фармацевтичної допомоги, у т. ч. й на управлінському рівні. При цьому дослідження можливостей сучасного рівня розвитку та ефективності використання системи eHealth у світі надає унікальні можливості та приклад для розвитку системи охорони здоров'я в Україні. Доведено, що стійкі рішення електронної системи охорони здоров'я вимагають розробки надійної, заснованої на фактичних даних і обгрунтованої стратегії розвитку електронної системи охо рони здоров'я. Застосування вдосконаленого інструменту розробки стратегії електронної системи охорони здоров'я позиціонується як ключовий початковий крок на національному рівні, а також і на рівні закладів охорони здоров'я. The article states that in developed foreign countries a new approach focused on health and citizens has recently been developed to help the latter take control of their own health at home, at work, at school and in the community. This new approach is consistent with the direction chosen by health care systems in developed countries, which are moving away from a principle, based on medical care, treatment of diseases and hospitals, to an approach that focuses on health promotion, prevention and health education technologies of conscious citizens. Digital eHealth technologies that provide a human-centered approach through mass impact are a public health tool that will promote the development of eHealth. It is substantiated that the widespread use of digital technologies by health care institutions of developed countries directly depends on the level and quality of medical care, which determines the appropriate condition of health and standard of citizen's life. The article highlights the key areas of improvement the state policy regarding to the implementation of electronic health care in Ukraine. It is substantiated that electronic health care (eHealth) is a highly effective investment in the field of health care, which contributes to a significant increase in the level of medical and pharmaceutical care, including at the management level. At the same time, the study of the possibilities the current level of development and the effectiveness of the eHealth system in the world provides unique opportunities and an example for the Ukraine health care system development. Rising expectations, changing demographics, and resource constraints require smart eHealth investment solutions that are appropriate to the basic needs of healthcare. More importantly, eHealth measures implemented today will create the practical and technological infrastructure for decades to come. It has been proven that sustainable eHealth solutions require the development of a reliable, evidencebased and reliable eHealth development strategy. The use of an improved eHealth strategy development tool is positioned as a key initial step at the national level as well as at the level of health facilities.
